L'ANNEE SE POURSUIT
Si 2010 se termine ce soir, l'année lunaire du tigre, commencée le 14 février dernier, continue. Elle s'achèvera le 9 février 2011.
Mais d'ores et déjà, on constate que, pour la première fois, celle ci a eu plus d'incidences anthropologiques et sociales dans un autre pays qu'en Chine. Ce pays, c'est la Russie. Et celà change la donne pour l'avenir des tigres, léopards et panthères des neiges libres, ainsi que celui des humains eux - mêmes.
UNE MUTATION ANTHROPOLOGIQUE
Du fait de différents facteurs synergiques, la majorité des russes (de Russie comme de l'étranger) sont désormais fiers que leur pays abrite le plus grand et le plus beau félin au Monde. Les représentations de l'animal ont été plus nombreuses que celle de l'ours, jusqu'alors symbôle du pays, alors qu'il y a seulement un an, une proportion significative de Russes d'Europe ignorait son existence!
"L'ours russe" tend à être remplacé par un aigle bicéphale urso -
tigréen.
L'intérêt personnel porté au tigre par Vladimir Poutine a sans aucun doute eu un rôle catalytique sur une société beaucoup plus proche de la Nature et des Animaux que "l'Occident" ( un nombre incalculable de russes, qui ont fondamentalement bon coeur, font actuellement tout leur possible pour sauver de la famine les oiseaux des forêts suburbaines de Russie occidentale et centrale, dont la provende (notamment les sorbiers) sont recouverts d'une épaisse couche de glace lors des terribles pluies englaçantes intervenues ces tous derniers jours...)
Fin 2010, la région où vivent les tigres est désormais celle où les outils matériels et humains sont les plus efficients du pays, aussi bien dans la lutte contre le braconnage que contre les incendies...
Point n'est besoin d'être psychanalyste pour comprendre que cette sollicitude, ostensible depuis la fin du mois dernier, est aussi une forme de compensation à ce que les ascendants des citoyens de la Russie d'aujourd'hui infligèrent au siècle dernier aux populations occidentales de cet animal.
Point n'est besoin d'être prospectiviste pour pronostiquer de façon crédible, dans un Avenir sans doute assez proche, des initiatives "géographiques" assurant une réparation plus complète.
A tous les êtres au grand coeur, à quelque espèce qu'ils appartiennent, bonne année. A l'Avenir.

LE DRAGON VERT : UN ESPOIR POUR LES TIGRES EUROPEENS
2010 est « l’Année du tigre », selon le calendrier chinois. Malencontreuse
coïncidence, c’est l’année où le nombre de tigres vivant en liberté diminue inexorablement, où se pratique plus que jamais un braconnage
favorisé par le laxisme des autorités, où se développent surtout en Chine mais ailleurs aussi les sinistres « fermes à tigres » où ces grands félins sont « élevés » en
batterie dans d’étroites cages, ayant pour seul destin de « produire » le maximum d’individus de leur espèce, voués à être sacrifiés pour que puissent être vendus (fort cher) la
fourrure de leur peau et leurs organes très prisés par la pharmacopée chinoise.
Heureusement, des associations, des scientifiques, et même des gouvernements, manifestent la volonté de sauver ces animaux emblématiques dont l’existence est une preuve d’un milieu naturel
équilibré. Parmi ces initiatives, parfois insuffisamment connues : le Parc national Zog Tigra en Sibérie orientale, des « corridors » favorisant la circulation des tigres du Népal
jusqu’à l’Indonésie, une « trame verte » pour les jaguars du Mexique à l’Argentine, un couloir montagneux impliquant quatorze pays pour la sauvegarde des onces (panthère des neiges ou
léopard des neiges).
Cette dimension internationale est venue opportunément donner de l’ampleur à un projet que l’on peut qualifier d’ambitieux : "le Dragon Vert" et dont Alain Sennepin
est le responsable et l’animateur passionné : le « Dragon vert ». Il
s’agit de reconstituer une continuité de fleuves et de grands lacs bordés d’une végétation dense
de roselières, saulaies et peupleraies, qui permettrait au tigre de la Caspienne (appelé aussi tigre d’Hyrcanie ou tigre Persan) de vivre et de circuler dans l’Europe orientale et jusque dans
l’Europe centrale. Des tigres au cœur de l’Europe ? Pourquoi pas ? Il y en eut depuis le Paléolithique jusqu’au Moyen Age. Et le lac de Fertô,
352 km2, lac de steppe le plus occidental de l’Europe, à la frontière de la Hongrie et de l’Autriche, et bordé de roselières, était très probablement un de ses habitats préférentiels où il côtoyait d’ailleurs une faune très
diversifiée. Mais tout de même, des tigres en Autriche ? Pourquoi pas ? Le tigre de la Caspienne, de très grande taille, avec des pattes énormes et des griffes gigantesques, vivait
cependant en bonne intelligence avec les habitants de villages dont il était parfois très proche. Car il avait pour principales proies les sangliers et les chevaux sauvages et, d’après tous les
témoignages, ne s’attaquait jamais aux humains. Sa fourrure entièrement rayée (qui lui valut son nom scientifique de Panthera tigris virgata) le rendait presque indiscernable dans les roselières,
ce qui fait que les villageois devaient même souvent ignorer son existence à si peu de distance d’eux. Cette cohabitation paisible a duré pendant des siècles, voire des millénaires, jusqu’à ce
qu’au 19ème siècle la nature devienne pour les hommes un simple instrument à mettre au service de l’industrie. Dès le début du xxe siècle, les autorités russes ordonnèrent une extermination
systématique, par l’armée, de tous les tigres de la steppe herbeuse en Asie centrale. C’était là une étape préliminaire de leur vaste plan de transformer cette steppe en terres de culture,
principalement celle du coton qui exige une forte
irrigation, et dont on a connu le résultat dans les années 1960, par le dessèchement de la Mer d’Aral et la mortalité considérable qui s’ensuivit chez les habitants de la région. Cette
extermination s’ajoutant à la dégradation de ses territoires, Panthera tigris virgata fut officiellement déclaré disparu vers le milieu du xxe siècle. Mais est-ce vrai ? Des
témoignages assez nombreux parlent de populations résiduelles en
Afghanistan, en Turquie orientale, au Turkménistan. Les survivants du tremblement de
terre de 2005
au Pakistan tuèrent en mai 2006 un tigre dont le corps énorme fut exposé dans la Mairie de Muzaffarabad. Il y a donc vraisemblablement quelques tigres de la Caspienne encore vivants, mais en tout
petit nombre. Cependant, le projet de leur redonner un vaste territoire, qui pouvait paraître utopique, retrouve une crédibilité par le fait de sa proximité avec l’autre tigre européen, le tigre
de Sibérie (dont la protection fut plus efficace). Ce sont en effet deux sous-espèces très voisines, qui à certaines époques ont occupé les mêmes territoires. Une étude récente a même montré
qu’elles représentaient la même lignée génétique ! Les tigres de Sibérie
actuels, d’après leur homogénéité génétique, sont issus d’un très petit groupe originel de seulement 27 à 35 individus, et l’on peut penser qu’ils sont les descendants directs des tigres de
Caspienne répartis vers l’Est
entre le 16ème et le 17ème
siècle. Voilà qui accroît la « faisabilité » d’un projet ayant pour base une population déjà suffisamment viable, et qui, d’autre part, confère à la Russie un rôle de pionnier dans la
grande aventure
de la réintégration du tigre dans des pays où il a été longtemps présent. Il s’est donc passé bien des choses depuis ce 23 janvier 2010 où Alain Sennepin commença par informer le public
français avec une conférence à Paris, conférence organisée par la très sérieuse Association des amis du Muséum national d’histoire naturelle.
La Russie (qui par ailleurs a pris d’autres décisions fort peu favorables à la protection de la nature) semble décidée à s’impliquer efficacement dans le sauvetage et l’expansion du tigre et
autres grandes félins. Au début
de 2010, elle a conclu avec l’Iran un contrat selon lequel elle lui donne deux tigres de Sibérie (dont une femelle gravide) accueillis au zoo de Téhéran, puis relâchés, sous contrôle, dans
un territoire montagneux, afin de rétablir le tigre dans un pays où il avait été exterminé il y a cinquante ans. En échange,
des léopards iraniens renforceront la population russe dans le Caucase. L'échange a eu lieu en Avril. Une opération qui paraît excellente, sous réserve que les milieux naturels soient en
bon état pour accueillir ces nouveaux habitants. Trois nouveaux parcs et neuf nouvelles réserves doivent être créés d’ici à 2020. Par ailleurs, trois sommets internationaux sur le tigre ont déjà
eu lieu : à Katmandou fin 2009, à Bangkok en janvier 2010, à Bali en juillet 2010. Ils ont préparé le plus important qui s’est tenu à Saint- Pétersbourg du 21 au 24 novembre 2010. Ce ne sont
pas seulement des associations de naturalistes ni des directeurs de parcs qui
étaient concernés, mais très officiellement les plus hautes autorités du pays, car un texte en langue russe rédigé par Alain Sennepin a été envoyé à Dimitri Medvedev, à Vladimir Poutine, à Yuri
Trutnev (ministre de
l’Ecologie), à Alexandre Orlov (ambassadeur de Russie à Paris). Le directeur du Département de Zoologie à l’Université de Saint- Pétersbourg, A. Tikhonov, a également reçu ce texte et a été
invité au sommet de novembre. Il paraît donc maintenant certain que le « Dragon vert » devra en premier sa résurrection à la Russie. Outre les richesses de grands félins subsistant dans
un si vaste pays, il semble, d’après Alain Sennepin, que la culture russe soit moins sujette à la logique marchande que la Chine et l’Occident, et bénéficie d’une vigueur politique supérieure à
celle de l’Inde. Il estime donc « qu’elle est la mieux placée pour saisir l’opportunité de sauver un miracle de l’évolution qui a profondément marqué les civilisations humaines » et,
ultérieurement, « de retirer tous les bénéfices d’une telle action ». Bénéfice environnemental évident, bénéfice de prestige, bénéfice progressif d’une considérable augmentation de
populations de tigres réadaptés à la vie sauvage sur son immense territoire, et, cela étant réalisé, possibilité de proposer « l’exportation » de
tigres vers les républiques d’Asie centrale, la Turquie ou l’Europe orientale. A la précieuse
biodiversité scientifique s’ajouteraient alors la restauration de milieux naturels en bon état et la renaissance d’une culture ayant structuré des civilisations comme celles des Grecs, des
Perses, des Scythes, des Mongols, etc.
Des tigres sont en effet représentés sur des harnachements de chevaux, de la vaisselle funéraire, des pétroglyphes de ces peuples. Et le fleuve Tigre ne doit-il pas son nom à la fabuleuse légende
selon laquelle Dionysos, amoureux d’une nymphe, se transforma en tigre lorsqu’elle voulut traverser le fleuve Stollax et lui proposa de la transporter d’une rive à l’autre sur son dos ; ce
qui fut fait sans incident ; mais une fois arrivée, la belle était enceinte…
Bien du temps ayant passé, on retrouve le tigre d’Hyrcanie dans une pièce de Shakespeare, et même dans des nouvelles d’Alexandre Dumas. Et la nostalgie demeure. En 1994 et 2002, l’Azerbaïdjan et
la Turquie ont
produit un timbre à l’effigie de cet animal devenu mythique. C’est donc une culture bien enracinée qui pourrait être ressuscitée par la renaissance du « Dragon Vert ». Mais, après une
première étape en Russie, comment pourrait-il se développer ? Il partait de la Chine Occidentale pour parcourir, selon plusieurs réseaux, le Kazakhstan, l’Ouzbékistan, le Moyen-Orient, la
Russie méridionale et l’Ukraine, la Moldavie jusqu’au delta du
Danube, la Sibérie, la Biélorussie, la Pologne, l’Europe Orientale…
Bien entendu, il ne pourrait suivre exactement le même itinéraire, en raison des bouleversements géographiques et politiques survenus entre temps. Mais on peut quand même espérer le reconstituer
sur des
chemins voisins. Il faudrait donc que des gouvernements en découvrent tout l’intérêt. Il faudrait aussi que des mécènes veuillent attacher leur nom à une entreprise aussi prestigieuse. Car la
restauration de nombreux
écosystèmes avec leur faune et leur flore originelle (comme le préconise la Directive
européenne Habitat) apparaît comme le moyen le plus judicieux pour limiter les graves déséquilibres que subit la nature et lui redonner de la force pour résister aux agressions que lui infligent
les hommes. Et il en résulterait pour ceux-ci une meilleure qualité de vie. De cela, il faudrait persuader ces hommes qu’ils doivent, dans leur propre intérêt, se libérer du joug mental que leur
a imposé une politique menée depuis plus d’un siècle, à savoir la valeur
patrimoniale de la volonté de puissance, de la productivité à tout prix, de la compétition qui implique une agressivité, pour découvrir qu’ils font eux-mêmes partie de la nature et qu’ils doivent
la considérer comme une partenaire, en apprenant à vivre en bonne intelligence avec toutes ses créatures (tâche éducative de longue haleine mais essentielle, entreprise notamment auprès des
enfants dans les écoles en Sibérie Orientale
par Yuri Berzenev).
Toutes les mythologies du monde ne décrivent-elles pas une ère où l’homme et la femme vivaient parfaitement heureux, en bonne entente avec la nature et en profitant de ses bienfaits sans chercher
à la dominer ? Et cela s’appelait le paradis terrestre… Sans s’aventurer aussi loin, il est peut être permis de parfois s’en souvenir.

However, WWF Russia notes and significant weaknesses in the "recent" Forest Code:

The anti-poaching work of the Kedrovaya Pad Nature Reserve and Leopardovy Wildlife Refuge is financed by Phoenix in cooperation with International Fund for Animal Welfare (IFAW) and other partners. The two protected areas represent a habitat for two endangered felines – Amur tiger and Amur leopard, listed in the Russian Red Book, International Red Book and Appendix 1 of CITES Convention. The main purpose of the new refuge is to protect migration routes for the Nora River roe deer which number is the bulk in the whole roe deer population in Amurskaya Province. This is the only grouping of roe deer in the world making mass seasonal migration. Every fall, hundreds of animals cross the Nora River leaving the Norskii state reserve with their summer habitats for the southern areas of the Province. But while crossing the river the hoofed animals lose their main advantage, the speed, thus becoming an easy target for poachers. The refuge where hunting is completely banned as well as staying with arms will allow raising the effectiveness of roe deer protection. These restrictions will be in effect from March, 1 – November, 1.
Nizhnenorskii is number 34th regional refuge in Amurskaya Province and number 2 created this year.

ILS REOCCUPENT LEURS TERRITOIRES D'ANTAN
Les animaux sauvages réinvestissent le territoire européen. Leurs populations avaient atteint un point bas au cours des années 70 du siècle dernier. Depuis lors, lentement, discrètement, plus ou moins suivant les espèces, grands et moyens mammifères, herbivores comme carnivores, connaissent une croissance de leurs effectifs et une expansion de leur distribution. Ceci se vérifie en Europe occidentale, centrale et orientale.
La progression est particulièrement spectaculaire concernant les ours et les loups au cours des 40 dernières années (voir éléments chiffrés sur le blog de Stephan Carbonnaux "Nature Sauvage et Civilisation", page du 20 Novembre). Ils ont réussi celà seuls, malgré tous les obstacles et toutes les persécutions (un loup mort a été découvert hier flottant dans un étang, sur la commune de Sainte Blandine, dans l'Isère . Selon les premiers éléments de l'enquête, l'animal a été tué par balle, avant d'être enfermé dans un sac lesté dans l'eau). Les chacals, qui étaient parvenus à se maintenir en Europe du Sud Est, sont aujourd'hui dans le Frioul italien, et le seront d'ici une à deux décennies dans le Sud de la France.
Aujourd'hui, un coup d'accélérateur en même temps qu'un changement d'échelle sont en vue pour ce phénomène. De la Russie centrale à la pénisule ibérique, des espaces se libèrent progressivement de l'emprise des activités humaines destructrices, laissant la place à une Nature Sauvage en résilience avec en son sein, des communautés humaines peu nombreuses, qui ne déséquilibrent rien.
Les hollandais de Rewilding Europe (voir leur site) ont planifié des projets destinés à encourager le processus à une vaste échelle.
FELINS ET CANINS
Pour les décennies à venir, la symphonie sauvage européenne, du Bassin Loire - Allier au Caucase, peut retrouver l'ensemble des instruments qui a fait d'elle une orchestration écologique et biodiversitaire
unique au cours de son histoire. De grands félins, canins et hyenidés devraient y retrouver une place de choix, car pour être fonctionnel, l'aigle bicéphale eurasien a besoin de ses deux têtes
(voir le blog de Stephan Carbonnaux - mentionné plus haut - du 20 Novembre). Je n'évoquerai ici ni le loup ni le lynx.
Ce qui suit est strictement étayé scientifiquement. Je tiens à disposition de quiconque en fera la demande les
références de mes sources.
LION : présent en Europe du Sud Est au cours de l'Antiquité. Présence possible plus à l'ouest, selon un axe euro méditerranéen, jusque dans le Sud de la France en passant par l'Italie.
Plus au Sud, le lycaon (cynhyène) comptait de véritables armées de 500 individus jusqu'au 19ème
siècle.
A partir de sa population indienne, sauvage (410 individus, en progression régulière) et de son centre de reproduction (180 individus), cet animal devrait rejoindre l'Iran d'ici à quelques années (négociations indo iraniennes en cours). Dans un second temps, les portes du Caucase seraient ouvertes.
TIGRE : présent en Europe orientale jusqu'au 12ème siècle au moins, il continua à vivre en Asie centrale jusque dans les années 60, et en Turquie orientale jusque dans les années 90 au moins.
LEOPARD : animal circum européen, probablement jusque dans les années 80 (péninsule turque de Dilek, en face de l'île grecque de Samos).
La hyène striée continue à vivre en Turquie, et sa présence à venir dans des zones balkaniques européennes est
prévisible. Le loup rouge (dhole) était organisé en groupes d'une centaine d'individus en Asie centrale jusqu' au siècle dernier. Présence nettement plus occidentale dans un passé plus
lointain.
GUEPARD : encore présent en Iran (peut être une centaine d'individus), il fut utilisé comme auxiliaire de chasse par les seigneurs italiens, français et anglais jusqu'au 16ème siècle.
L'ETOILE DES NEIGES
C'est bien à l'échelle eurasienne (voire parfois holarctique) que la dynamique bioécologique opère. L'edelweiss, merveilleuse plante montagnarde "entre neige et glace" comme dit une chanson la concernant, aux bractées blanches, symbôle d'éternité dans la culture alpine européenne depuis le 19ème siècle, est en fait originaire de Mongolie. C'est aussi le cas d'IRBIS, l'once ( la panthère des neiges), véritable edelweiss animale. Lors d'hivers particulièrement rigoureux, cet animal venait parfois s'abriter dans les roselières géantes...
