LA SYMBIOSE ANHISTORIQUE
La relation entre communautés humaines et carnivores sauvages ont été très variées et fluctuantes au
long de leur cohabitation. Comparons simplement ce qu'il en fut entre homme et renard en Jordanie il y a 16500 ans (voir ci - dessous) et en France aujourd'hui (voir le blog de Stéphane
Carbonnaux "Nature Sauvage et Civilisation" du 27 janvier).
Relatée fin janvier dans la revue PLoS One, la découverte, par des archéologues britanniques, dans le nord de la Jordanie, d'une tombe recélant les restes d'un homme et ceux d'un renard, suggère l'existence d'un lien particulier entre les deux.
Dans une tombe, outre les restes d'une femme, quelques os ayant appartenu à un homme, ainsi que le crâne et l'humérus droit d'un renard. Dans une tombe adjacente, la dépouille du même homme, et le reste des os du renard : c'est le mystère sur lequel ont planché les chercheurs qui étudient, depuis 2005, cet ancien cimetière, datant d'il y a environ 16.500 ans, à Uyun-al-Hammam, en Jordanie.
"Ce que nous semblons avoir trouvé, c'est un cas où un renard a été tué et enterré avec son propriétaire. Plus tard, la tombe a été rouverte pour quelque raison et le corps de l'homme a été déplacé. Mais, parce que le lien entre le renard et l'homme avait été significatif, le renard a été déplacé aussi, pour que la personne continue d'être accompagnée par l'animal dans l'au-delà", explique le Dr Lisa Maher, du Centre d'études sur l'évolution de l'homme à l'Université de Cambridge.
Un cas unique, puisque, jusque là, la plus ancienne sépulture mêlant des restes humains et ceux d'un animal domestique, trouvée en Israël, était plus récente de 4.000 ans. Il s'agissait d'un chien.
Cette symbiose "préhistorique" est en fait récurrente dans l'histoire humaine, tout autant que les phases d'antibiose mutilantes et mortifères. Notre époque a pourtant du mal à imaginer un équilibre mutualiste (alors que celui ci n'est pas si ancien dans de nombreux cas) parce que l'époque contemporaine nous a fait perdre artificiellement toute confiance en nous mêmes, en nos capacités à vivre en bonne intelligence avec les autres.

Les deux derniers siècles font résonner en nous leur fracas industriel disloquant les corps et les âmes.
Il y a des millénaires, les agriculteurs sédentaires des sociétés protohistoriques avaient payé d'un coup exorbitant leur "victoire" sur les grands prédateurs, par leur asservissement à des
structures sociales totalitaires, et la perte de toute forme d'autonomie, c'est - à - dire leur propre DOMESTICATION. LA GUERRE CONTRE LA NATURE LIBRE IMPLIQUAIT LA
CHUTE DES HOMMES EN SERVITUDE.
La soumission impérieuse à l'objet technique, au cours des derniers siècles, induisait inévitablement une artificialisation toujours plus rapide des comportements humains. La guerre industrielle fut, de ce point de vue, un puissant agent catalytique de cette évolution. Qu'elle qu'ait été l'ampleur des dommages infligés à la nature jusqu'au 18ème siècle, la densité de ceux ci n'est guère comparable à ce qui s'est produit après 1850.
Il est facile de démontrer que la destruction de la quasi totalité de la grande prairie nord américaine en quelques années et le massacre industriel de sa faune a atteint son niveau de densité hallucinant, notamment lors des années 1872 - 1874, parce qu'il était le fait d'hommes nouveaux, forgés par la Guerre de Sécession 1861 - 1865 qui avait bouleversé leurs comportements et leurs pratiques. Un tel écocide était tout simplement impossible avant la guerre civile américaine.
La destruction des roselières d'Asie centrale et l'éradication des grands carnivores s'y abritant fut d'une intensité comparable à l'exemple précédent. Quelques années auparavant, la Russie, soumise aux pressions de l'Empire Britannique dans cette région (dans le cadre du jeu diplomatico - guerrier international de l'époque, le "Big Game") avait choisi, pour éviter l'encerclement, une formule entièrement nouvelle dans son histoire : la guerre éclair. Ceci a révolutionné les représentations spatio temporelles des russes. Désormais esclaves du temps, ils devinrent les bourreaux du territoire, qu'ils démembrèrent "à marche forcée".
La fin des bisons en région néarctique et celle des tigres en région paléarctique fut immédiatement suivie de déchirures sociales et politiques atroces à l'échelle mondiale.

Une étude publiée dans Conservation Letters par les scientifiques de plusieurs ONG montre que des corridors naturels reliant les réserves protégées pourraient permettre de tripler la population de tigres en Asie.
Faire tripler la population de tigres sauvages d'ici 2022 : c'est possible, et c'est encore mieux que la doubler, comme s'étaient engagés à le faire, lors du sommet
international de novembre 2010 sur ce sujet, les 13 pays d'Asie où subsiste encore le grand félin. C'est là une évaluation réalisée par divers scientifiques, notamment du WWF, travaillant sur la
conservation de cette espèce.
Faire passer l'effectif actuel de 3200 individus à 10.500, dont environ 3.400 femelles reproductrices, serait possible en reliant les 20 principales zones d'habitat protégé actuelles par
des corridors naturels, qui permettraient aux populations réduites et morcelées de tigres de circuler et de trouver des partenaires sexuels.
L'étude s'appuie notamment sur des exemples historiques. Décimée lors d'un conflit entre 2002 et 2006, la population de tigres des plaines népalaises a pu se
reconstituer grâce à l'arrivée d'individus venus de réserves contiguës situées en Inde. Même chose pour la Russie extrême-orientale, vidée de ses tigres dans
les années 1940 et recolonisée par des félins venus de Chine. Au contraire, les populations des réserves de Sariska et de Panna (Inde), anéanties par le braconnage, n'ont pu se rétablir à
cause de leur isolement.

Alley cats (Félins dans l'impasse)

It seems like open season on leopards. Over the last month, leopards accused of attacking people in states as far apart as Haryana, Maharashtra and Orissa, have been killed by hysteric mobs.
On the afternoon of Dec 18, 2010, a leopard is said to have attacked three farmers in a village near Gurgaon, Haryana. Panicky villagers hammered it with iron rods and lathis and finally, one of
them shot it dead.
Another midday drama unfolded on Jan 9, 2011 in the town of Karad, Maharashtra. A child is reported to have spotted a leopard sitting atop a house. When a crowd of people gathered, the cat snuck
into an empty building. Instead of trapping it inside by barricading the doorway, the mob stoned it. With no secure place to hide, the cat charged out and in the ensuing melee, six people were
injured. The police chased it with lathis and fired in the air. A man stepped out of a bar, collided with the fleeing leopard and down they went. A police official rushed forward and shot the
leopard dead before the man was seriously injured.
A couple of days later, on Jan 13, 2011 a leopard was spotted in a forest plantation about 5 km from Bhubaneswar, Orissa. But before forest officials could arrive, a mob beat it to death
reportedly instigated by a local television reporter who wanted dramatic visuals.
Conservationists have urged the National Board for Wildlife, the National Tiger Conservation Authority and the Ministry of Environment and Forests to take action against the people involved. But
why do such incidents occur?
In virtually all the cases reported by the press, the leopards were provoked to attack; left alone, they would have quietly skulked away. But how does one prevent an excitable mob from harassing
a cornered animal? Imposition of curfew until the animal is safely out of the way is one option. The other is for the Police and Forest Departments to start working in tandem. The former controls
the crowd providing the space for the latter to either trap or tranquilize the animal. However, the local Forest Department outpost has to have the skilled personnel and appropriate tools handy
for the success of such an operation.
Why do such situations arise in the first place? It is often surmised that leopards are "straying" into villages and towns because infrastructure projects such as dams and mines are depriving
them of home and prey. To prevent more such tragic episodes from occurring, some activists have called for the restoration of connectivity between forest fragments and a stop to all further
forest loss. While these are inherently sound conservation goals, the question is: can they prevent the collision between people and leopards?
In order to manage conflict, you need to know what is causing it. Fortunately, we've learned a few lessons from studies conducted by the leopard researcher, Vidya Athreya in the agricultural
fields of Junnar and Akole districts in Maharashtra.
Contrary to widespread belief, here, where there is virtually no forest at all, it is not the absence of prey inside forests but the abundance of feral animals in the countryside that encourages
leopards (and other carnivores such as wolves and hyenas) to live with humans. It is futile to manage leopards in this kind of landscape without first cleaning up the garbage, controlling the
numbers of stray dogs and feral pigs and securing livestock in paddocks for the night (which the Akole people do and there is no conflict). Elsewhere, when villagers report that leopards are
prowling through their fields, the Forest Department hauls the animals away to a forest. Randomly picking up big cats from villages and dropping them in forests actually causes a very real threat
to human life.
In Junnar, in the early 2000s, when leopards that had not hurt anyone were preemptively captured and relocated, they began attacking people. We do not yet fully understand why a seemingly benign
action should have such a dramatic consequence. Despite evidence, relocating leopards still remains the management tool of choice.
Forests are finite repositories of big cats. As juvenile leopards reach adulthood, these highly territorial animals need to find new land to claim as their own. It is only natural that they
explore adjoining agricultural areas where there is food and shelter. If left unmolested, they may settle down to live with humans without causing a problem.
The irrigation projects of the mid 1980s changed cropping patterns in this part of Maharashtra; tall, dense sugarcane stands began to dominate the landscape. This is also the time when the locals
say that leopards began to live amongst them. Yet, over the last twenty years, the people suffered little anxiety. Astonishingly, leopards are even hunting in Akole town because of the
concentration of stray dogs and feral pigs. Studying situations such as this, we've learnt that leopards are quite at home in the absence of forest and wild prey. Further insights into the lives
and needs of these cats that live with humans will enable better management of leopard-man conflict in the future.

THE COME BACK OF THE LIGHT
UNE INITIATIVE POUR L'AIGLE BICEPHALE EURASIEN
Au début de cette année, mon ami Stéphane Carbonnaux, naturaliste, auteur de plusieurs ouvrages sur les ours, ainsi que d'une biographie de Robert Hainard, responsable du site "Artzamendi" et du blog "Nature Sauvage et Civilisation", a eu l'idée d'une initiative originale pour la Nature : la célébration, le 2 février prochain, puis chaque année à la même date, d'une "Chandelours eurasienne" : à partir de la traditionnelle fête de la Chandelours, qui célébrait le premier contact hivernal entre l'ours sur la porte de son antre et le Soleil dans le ciel, il a imaginé un changement d'échelle pour celle ci, sur les plans géographique (Eurasie et non plus seulement Europe) et faunistique (grande faune sauvage, incluant les grands oiseaux rapaces et les grands poissons des eaux douces et des estuaires, et non plus seulement ours). Il m'a proposé de travailler conjointement avec lui, ce que j'ai accepté avec enthousiasme. Nous sommes en effet convaincus tous les deux que c'est avant tout une représentation positive du Sauvage dans la psyché collective qui sauvera la Nature (constat pour la Russie publié le 31 Décembre, et les exemples historiques sont légions).
Voici donc, à quatre jours de la date prévue pour une première concrétisation, les textes des documents sur nos orientations essentielles et les
personnalités qui ont d'ores et déjà souhaité s'y associer officiellement et publiquement. Ceux ci sont actuellement largement diffusés en Europe, Asie occidentale et centrale, Extrême - Orient
russe.

Vous trouverez ci-joint un appel à fêter la Chandelours le 2 février 2011, cette vieille fête européenne de l’ours, qui est aussi pour nous l’occasion de penser au sort de la grande faune
eurasienne et des rapports riches et harmonieux que les communautés humaines pourraient entretenir avec elle.
Cet appel a été traduit en six langues (anglais, russe, espagnol, portugais, euskara (basque), allemand).
Cet appel a été signé par quelques personnes, connues ou pas, qui dans leur diversité représentent une partie de nos sociétés modernes. Il s’agit d’une première initiative sur un terrain culturel
que nous jugeons primordial pour notre avenir. Nous organiserons des manifestations d’une ampleur plus vaste en 2012. Après le bouclage du document, de nouvelles personnalités nous ayant fait
savoir leur volonté de s’associer à cette initiative (c’est le cas notamment de Patrice Longour, Docteur Vétérinaire Directeur de la Réserve des Monts d'Azur. www.haut-thorenc.com, et il va y en

The original French text has been translated in six other languages (English, Russian, Spanish, Portuguese, basque, german).
This call has been signed by some persons, famous or not, who express the diversity of our modern societies. It's indeed a first initiative on a decisive field for our future : the cultural one.
We will organize more important manifestations in 2012.
It was too late to change the text formula, but new personalities have informed us they would be associated to the project (like particularly Patrice Longour, Veterinary, Director of Azure

FÊTONS LA CHANDELOURS LE 2 FEVRIER 2011
Pendant des siècles, chaque 2 ou 3 février, les populations de l’Europe tempérée fêtaient
l’ours et la sortie de sa tanière. Cette fête souvent appelée Chandelours dans les campagnes
de France a subsisté au moins jusqu’au XVIIIe siècle, c’est-à-dire hier.
Le 2 février 2010, certains d’entre nous ont fêté, lors d’un repas de crêpes, la Chandeleur et
la Chandelours avec cette volonté simple de renouer les fils de notre plus vieille histoire et de
célébrer l’ours, roi des forêts.
Cette année nous fêterons de nouveau la Chandelours et
l’étendrons symboliquement au
retour de la grande nature sauvage de notre continent : l’Eurasie. Nous savons en effet que la
nature sauvage ne peut s’exprimer avec toute sa force qu’à l’échelle continentale. Se résigner à ne
la voir réservée qu’à de petits espaces isolés les uns des autres, c’est n’en faire qu’un élément de
décor comme un bel édifice dans une ville enlaidie.
Nous fêterons aussi la Chandelours car nous sentons que l’existence d’une vaste nature
couronnée par de grands animaux est un enrichissement culturel, spirituel et matériel dont les
effets sont encore inimaginables pour la plupart d’entre nous, faute de vivre en biodiversité totale.
Nous fêterons enfin la Chandelours avec une pensée
émue pour nos frères humains et
animaux de l’Atlantique à la mer du Japon qui se battent pour une existence décente en ce début
de XXIe siècle. Nous pensons notamment aux lynx ibériques, parmi les félins les plus menacés au
monde, aux tigres de l’extrême orient russe, ultime souche des tigres euro-sibériens, aux léopards,
aux panthères des neiges, aux lions d’Asie, aux loups, aux ours, aux bisons, aux élans, aux
chevaux primitifs, et à toutes les personnes qui œuvrent au réensauvagement, source infinie de
liberté pour les hommes et les animaux.
Dans nos maisons ou les lieux publics, au cœur de la nature, fêtons la Chandelours !

TO A « CHANDELOURS » CELEBRATION ON FEBRUARY 2nd 2011
During centuries, every February 2nd or 3rd, human communities of European temperate
regions have celebrated the bearcoming out of his den. This festival, often named
« Chandelours » (phonetically equivalent to french « bearsong »), has been observed in
french rural regions at least up to the eighteenth century, so yesterday on the historical scale.
On February 2nd 2010, some of us have already celebrated both « Chandeleur » (traditional
christian feast) and « Chandelours » during a meal with pancakes, with the simple Will to link
again to our ancient history and celebrate the bear, king of forests.
In the present year, we will celebrate « Chandelours » again, and will extend symbolically
this manifestation to the come back of great wild nature in our continent Eurasia. Indeed, we
know that wild nature can only give her whole efficacy at continental level. The common idea
considering she might only exist in small areas isolated from each other implicates she would only
be an ornemental element, like a beautiful building in an ugly city.
Also, we will celebrate « Chandelours » because we feel that a huge Nature crowned by big
wild animals powerfully contributes to a psychological, cultural and spiritual enrichment, whose
consequences can’t still be concepted by a great majority of us, as we alas don’t live up to now in
whole biodiversity.
Endly, we will celebrate « Chandelours », thinking with brotherhood and emotion to our
animal and human fellows from Atlantic Ocean to Japan Sea who fight for survival and existence
in dignity in this beginning of 21st century. We think, of course, to iberian lynx, amongst the more
threatened feline in the world, to tigers of oriental Russia, ultimate survivors nowadays, of their
euro – Siberian lineage , as well as Asiatic panthers and cheetahs, snow leopards, wolves (grey or
red), bears, european bisons, elks, primitive wild horses… We also think to people who work
hard, with determination and bravery for rewilding huge eurasian area. In fact, this is not only a
strong and efficient mean to offer better relations for men with Nature and their congeners, and
moreover, beyond all that, the fundamental way to Liberty.
Come on to celebrate, in our homes, public areas or the heart of wild nature, an eurasian
« Chandelours » !

Bеками каждый год 2-го или 3-го февраля население умеренной климатической зоны
Европы отмечало дни, совпадающие с праздником Сретения, когда медведь выходил из
берлоги. Этот праздник сохранялся по меньшей мере до XVIII в., т.е. его отмечали ещё
относительно недавно - сельские жители Франции его часто называли «Шандлурс»,
Медвежьим днём, а не «Шандлёр», Праздником Свечей, зажжённых на Сретение.
2-го февраля 2010 г. некоторых из нас потчевали вкусными блинами по случаю
Сретения, Праздника Свечей, а также «Медвежьего дня»- люди хотели сохранить память о
самых давних страницах нашей истории и чествовали медведя, хозяина леса.
В этом году мы не только снова будем отмечать «Шандлурс», Медвежий день, но и
символически посвятим этот праздник делу широкомасштабного восстановления дикой
природы на нашем континенте, Евразии. Ведь мы знаем, что дикая природа может
полнокровно развиваться только в масштабах континента. Если мы согласимся с тем, чтобы
она ограничивалась небольшими, разрозненными территориями, природа будет только
своего рода элементом декора, подобно красивому архитектурному строению среди
безобразного городского пейзажа.
Мы будем праздновать Медвежий день и потому, что сознаём, что широкие просторы
дикой природы, высшим созданием которой являются крупные звери, представляют
культурную, духовную и материальную ценность, и пока мало кто из нас представляет себе
её значение ввиду того, что мы не живём в среде, отличающейся полным биологически
разнообразием.
И, наконец, отмечая «Медвежий день», мы будем думать и о людях, и о зверях,
братьях наших меньших, которые в наше время, в начале XXI века, от Атлантики до
Японского моря бьются за приемлемые условия жизни. Мы в особенности думаем о судьбе
испанской рыси – среди кошачьих именно она находится под самой большой угрозой
исчезновения –, об амурских тиграх в России, последних потомках европейско-сибирского
тигра, а также леопардах, снежных барсах, азиатских львах, волках, медведях, бизонах,
лосях, первобытных лошадях. Мы также думаем о всех людях, которые работают над
восстановлением дикой природы, безгранично щедро дарующей вольную жизнь.
Давайте будем праздновать Медвежий день у себя дома, в общественных местах... и
на природе!

Durante séculos, cada 2 ou 3 de Fevereiro, as populações da Europa temperada festejavam o
urso e a sua saída da toca. Esta festa, frequentemente chamada Chandelours (“Canto do
Urso”) nas zonas rurais de França, subsistiu pelo menos até ao século XVIII, isto é, até ontem.
A 2 de Fevereiro de 2010, alguns de nós festejámos, durante uma refeição de crepes, a
Chandeleur e a Chandelours, com a nossa vontade simples de retomar os fios da nossa história
antiga e de celebrar o urso, rei das florestas.
Este ano festejaremos de novo a Chandelours e vamos alargá-la, simbolicamente, ao retorno
da grande natureza selvagem do nosso continente: a Eurásia. Efectivamente, sabemos que a
natureza selvagem só se pode exprimir com toda a sua força à escala continental. Resignar-se a
vela apenas em pequenos espaços isolados uns dos outros, é apenas transformá-la num elemento
decorativo como um belo edifício numa cidade que se tornou feia.
Também festejaremos a Chandelours porque sentimos que a existência de uma vasta
natureza coroada por grandes animais é um enriquecimento cultural, espiritual e material cujos
efeitos são ainda inimagináveis para a maior parte de nós, por não vivermos em biodiversidade
total.
Festejaremos a Chandelours com um pensamento profundo para com os nossos irmãos
humanos e animais, do Atlântico até ao Mar do Japão, que se batem por uma vida decente neste
início do século XXI. Pensamos particularmente nos linces ibéricos, que são dos felinos mais
ameaçados do mundo, nos tigres euro-siberianos, nos leopardos, nas panteras das neves, nos leões
da Ásia, nos lobos, ursos, bisontes, alces, cavalos primitivos, e as todas as pessoas que trabalham
para a restauração do selvajem, fonte infinita de liberdade.
Nos nossos lares ou nos locais públicos, no coração da natureza, festejemos a Chandelours!

Durante siglos, cada 2 o 3 de febrero, las poblaciones de Europa templada
celebraban el oso y la salida de su cubil. Esta fiesta, llamada Chandelours,
(fusión de las palabras Chandeleur : Candelaria y ours : oso), en los pueblos de
Francia subsistió por lo menos hasta finales del siglo XVIII, es decir ayer.
El 2 de febrero 2010, unos cuantos de nosotros celebraron este día con crêpes,
la Candelaria y la Chandelours, con la simple voluntad de reanudar los hilos de
nuestra historia más remota y de celebrar el oso, rey de los bosques.
Este año celebraremos de nuevo la Chandelours y la extenderemos
simbólicamente al regreso de la grande naturaleza salvaje de nuestro continente :
Eurasia. En efecto, sabemos que la naturaleza solo puede expresarse con toda su
fuerza a escala continental. Resignarse a verla reservada solo a pequeños espacios
aislados unos de otros, es hacer nada menos que un elemento del decorado, como un
bonito edificio en una ciudad afeada.
Celebraremos tambien la Chandelours porque sentimos que la existencia de
una amplia naturaleza coronada por grandes animales es un enriquecimiento
cultural, espiritual y material cuyos efectos son todavia inimaginables para la
mayoría de nosotros por falta de vivir en biodiversidad total.
Celebraremos por último, la Chandelours, con emotivo pensamiento para
nuestros hermanos hombres y animales desde el Atlántico hasta el mar de Japón, que
se baten por una existencia decente en este principio del siglo XXI. Pensamos, entre
otras cosas, a los linces ibéricos, unos de los felinos más amenazados en el mundo,
los tigres del extremo oriente ruso, última cepa de los tigres eurosiberianos, los
leopardos, las panteras de las nieves, los leones de Asia, los lobos, los osos, los
bisontes, los alces, los caballos primitivos y a todos las personas que obran para el
« resalvajemiento » ( poner salvaje de nuevo), fuente infinita de libertad.
En nuestras casas, los lugares públicos o en el corazón de la naturaleza,
celebremos la « Chandelours » !

Mendez mende eta otsailaren 2 edo 3an , Europako populuek ospatzen zuten hartza eta bere
zilotik ateratzea. Frantziako bazterretan besta horrek Hartzairu zuen izen erabiliena eta
iraun du XVIII. mendera arte, erran nahi baita atzo arte.
2010ko otsailaren 2an lagun batzu bildu gira matahame afari baten karietara eta ospatu
dugu Kandelairu eta Hartzairu, gure historia zaharreko harien berriz lotzeko nahian baita
oihanetako errege hartzaren goratzeko.
Aurten ere Hartzairu ospatuko dugu eta, sinbolikoki bada ere, gure kontinenteko natura
salbai eta handiaren itzulerara hedatuko dugu, erran nahi baita Eurasiara. Badakigu bai natura
salbaiak bere indarraren adierazteko kontinente baten hedadura merezi duela. Gune hersi eta

FEBRUAR 2011 WIRD " LA CHANDELOURS" GEFEIRT !
Jahrhundertelang an jedem 2. oder 3. Februar haben die Völker Mitteleuropas den Bär und das Verlassen seiner
Winterschlafhöhle gefeirt. Dieses Fest oft "Chandelours" in Anlehnung an "Chandeleur" (Mariälichtmess) genannt,
wurde bis ins XVIII. Jahrhundert im ländlichen Frankreich begangen: das heisst gestern.
Am 2. Februar 2010 haben einige von uns bei einer Crêpesparty la "Chandeleur" und la "Chandelours" gefeiert, mit
dem einfachen Wunsch, eine uralte Tradition wieder zu beleben: den Bär, König unserer Wälder zu feiern.
Dieses Jahr wollen wir wieder "La Chandelours" feiern und zugleich symbolisch die ganze wilde Natur unseres
Kontinents Eurasiens mit einbeziehen, denn wir wissen, dass die wilde Natur sich mit ihrer ganzen Kraft nur im
kontinentalen Massstab ausdrücken kann. Wenn wir akzeptieren, das diese wilde Natur sich nur in kleinen, von
einander getrennten Reservaten entwickeln kann, degradieren wir sie zu einem Teil einer Kulisse,wie ein schönes
Gebäude in einer schäbigen Stadt.
Wir wollen auch "la Chandelours" feiern, weil wir spüren, dass das Dasein einer weiten Natur mit grossen Tieren an
ihrer Spitze eine kulturelle, spirituelle und materielle Bereicherung ist, deren Wirkungen für die meisten von uns noch
unvorstellbar sind, weil wir noch nicht in einer umfassenden biologischen Vielfalt leben.
Und wir wollen auch "la Chandelours" feiern, und dabei mit Anteilnahme an unsere menschlichen und tierischen
Brüder denken, die am Anfang dieses XXI. Jahrhunderts zwischen Atlantik und Japanischem Meer für ein würdiges
Dasein kämpfen. Wir denken besonders an die iberischen Luchse, die meistgefährdeten Grosskatzen, an die Tiger des
russischen fernen Ostens, die letzten eurosibirischen Tiger, an die Leoparden, an die Schneepanther, an die
asiatischen Löwen, an die Wölfe, die Bären, die Wisente, die Elche, die Urpferde und an alle Menschen, die an die
Verwilderung, Quelle der unendlichen Freiheit, arbeiten.
In unseren Häusern, in der Öffentlichkeit oder im Herzen der Natur wollen wir alle "la Chandelours" feiern!
LE RETOUR DE LA LUMIERE...
ARCTAGAÏA . LA GUERRE DU NORD
Les informations qui suivent, et qui concernent le bassin du fleuve Mackenzie, au Nord Ouest du Canada, sont tirées d'un long article charpenté et circonstancié du journaliste Chris Wood, publié ce mois ci dans le mensuel The Walrus (Toronto), et dont l'hebdomadaire "Courrier International" 1055, paru le 20 janvier, a présenté de larges extraits (pages 41 - 43).
Intitulé "La guerre du Mackenzie est déclarée", le texte met en avance avec force la dimension réelle des enjeux dans ce qui se joue dans cette région aujourd'hui. Il me paraît toutefois utile de placer ceux - ci, au préalable, dans un cadre plus vaste, certainement utile pour une juste échelle de compréhension.
PREAMBULE
Avant d'évoquer la situation dans l'Alberta, je me permets de rappeler certaines données scientifiques, historiques et géographiques.
A l'échelle historique, particulièrement sur les 1500 dernières années, le tigre dit "de la Caspienne" ou "d'Asie centrale" fut majoritairement eurosibérien, et minoritairement ouest et centre asiatique.
En Sibérie, cet animal fut non seulement présent, jusqu'au siècle dernier, dans des zones proches de la Mer du Japon
où il subsiste encore aujourd'hui, mais aussi en Sibérie centrale (rivière Selenga, région du Lac Baïkal). Il fut présent en Sibérie occidentale (bassins de l'Irtych et de l'Ob) au moins jusqu'au
19ème siècle.
A une échelle couvrant plusieurs dizaines de millénaires, il fut aussi béringien, c'est à dire à la fois présent en Sibérie orientale (Béringie occidentale), jusqu' à des latitudes beaucoup plus nordiques qu'aujourd'hui (Yakoutie) et Amérique du nord Ouest : Alaska, nord - ouest du Canada, ces régions constituant la partie orientale de la Béringie.
Les travaux de Sandra Herrington (1987) attestant l'existence d'un tigre des neiges américain, n'ont pas été contestées mais au contraire reprises dans les publications plus récentes (Turner et Anton 1997, Kitchener et Dugmore 2000).
A l'échelle des 80 000 dernières années, les tigres du Nord doivent donc être qualifiés de tigres eurobéringiens, à distribution holarctique.
De ce constat en découle un second : celui de la centralité de la Russie .
Centralité géographique dans la distribution historique du Tigre (avec l'Europe occidentale et centrale à l'Ouest, et la Béringie orientale - ou "Amérique septentrionale" - à l'Est).
Centralité biologique comme territoire du pool majoritaire de cette lignée, pourvoyeur (par essaimages spontanés lors des fragmentations de population), régulier ou occasionnel, d'individus ou groupes pionniers en Europe d'une part, Amérique d'autre part.
Avant la lecture de "La guerre du Mackenzie", peut être un tel rappel a t-il son utilité, alors que ces jours ci, la pièce de Laurent Gaudé "LE TIGRE BLEU DE L'EUPHRATE" où un animal merveilleux montre le chemin à Alexandre le Grand pour mener son rêve et projet politique jusqu'à son terme, est à nouveau à l'affiche...
LA GUERRE DU MACKENZIE : UN EPISODE TITANESQUE, EN BERINGIE ORIENTALE, DU COMBAT DU DRAGON VERT HOLARCTIQUE.
"Nous continuerons jusqu'à ce qu'apparaisse l'évidence que nous sommes allés trop loin. Alors nous arrêterons. Il faut d'abord que le canari meurt." Ainsi s'exprime un biologiste qui travaille sur les ecosystèmes des Territoires du Nord Ouest (Canada circum arctique) et leurs perturbations par l'exploitation des schistes bitumineux par l'industrie pétrôlière.
La région est celle du bassin du fleuve Mackenzie. Celui ci déverse dans l'Océan Arctique (Mer de Beaufort) le contenu d'un bassin hydrographique presque aussi grand que l'Europe de l'Ouest. C'est l'un des plus grands du Monde. Selon le Rosenberg International Forum on Water policy, une gestion rigoureuse de cette région est "cruciale pour l'hémisphère entier. Tout affaiblissement de ses fonctions aura des conséquences nuisibles... sur la population de toute la planète".
Le bassin du Mackenzie se place dans la même catégorie que celui du Mississipi ou du Yang - Tsé - Kiang. Le confluent des rivières de la Paix et de l'Athabasca forme l'un des plus grands deltas intérieurs de la planète, après ceux du Niger et de l'Okavango.
Les
descendants des Cris et Dénés dénoncent depuis plusieurs décennies les dégâts infligés par les exploitations pétrôlières à un cadre de vie qui leur permettait de vivre autrefois. Mais les
territoires du Nord Ouest sont sous contrôle fédéral, et le Parlement à majorité autochtone n'a aucun pouvoir constitutionnel. L'influence du gouvernement fédéral sur le territoire est presque
illimité.
Bien plus gigantesque encore est l'éventail de marais, canaux et îles à travers lequel le Mackenzie se déverse dans la Mer de Beaufort, habitat irremplaçable de millions d'oiseaux d'eau migrateurs. De grands troupeaux de caribous et de bisons y cohabitent avec des populations de grizzlis.
Le Grand Lac de l'Ours, un peu en aval, est le plus propre des derniers grands lacs de la planète. La Grande Rivière de l'Ours y prend sa source. Sur les trois principaux affluents du Mackenzie (avec la Rivière de la Paix et l'Athabasca), celle - ci est la dernière à échapper encore à la pollution.
Le Mackenzie est une Amazone du Nord. Son bassin recèle des richesses écologiques aussi importantes que celles de l'Amazone ou du Congo. La santé du fleuve influe sur la forêt boréale qui le jouxte et qui s'étend jusqu'à l'océan Arctique (c'est le seul endroit en Amérique où les arbres poussent aussi loin au Nord), et les scientifiques commencent à se rendre compte qu'il influe aussi sur l'océan Arctique lui - même. De plus, le bassin se trouve sous le vent par rapport au reste du Canada. L'humidité produite par la forêt traverse le pays pour retomber en pluie sur le Manitoba, l'Ontario et le Québec. Avec l'exploitation du bois, le couvert forestier et l'évaporation diminuent. Un tiers de la forêt d'épinettes noires a déjà été remplacé par des marais à certains endroits parce que la montée des températures a fait fondre le permafrost où les arbres plongeaient leurs racines.
En Avril 2010, la Commission pour la
coopération environnementale a ouvert une enquête à la suite d'une plainte déposée à la fois par des associations et des particuliers, qui stipule que le Canada a violé ses propres lois sur les
rejets toxiques des bassins de décantation des schistes bitumineux. L'un des signataires, Daniel T'seleie, un déné de 28 ans résidant à Yellowknife, explique que le gouvernement canadien sait
très bien diviser pour régner, mais qu'avec les jeunes, les choses sont en train de changer : "Les gens ont de plus en plus tendance à se considérer comme nordiques, et pas seulement
comme autochtones ou non autochtones. Le Mackenzie mérite qu'on se batte pour lui. Mais pour celà, il faut se battre en équipe."
Les forêts, tourbières et toundras du bassin fluvial contribuent à la stabilité du climat. L'estimation de la valeur des services non marchands rendus par ce milieu, calculée par l'organisation Initiative Boréale Canadienne, est de 570 milliards de dollars par an (dont 339 milliards de crédit carbone pour la rétention du CO2), soit 10 fois le prix du marché de tout l'or, tous les diamants et tout le pétrôle qui sont arrachés à son sol chaque année.
James Lovelock, auteur de "La revanche de GaÏa", pense qu'il y aura, au cours de ce siècle, des modifications écologiques si radicales dans les basses latitudes que les régions circumpolaires deviendront le dernier refuge de l'humanité...

World Wildlife Fund (WWF) has consistently focused on monitoring the situation with the population of the Amur leopard. Tiger, a magnificent creature, is one of the most culturally important and beautiful animals on earth. The big cats - most important constituent of the ecosystem - are facing the threat of extinction due to unabated hunting for the greed of money, despite global conservation efforts. Many say by hunting tigers humans are doing nothing but digging their own grave.
India, once home to 40,000 tigers, now has just 1,498 big cats left, according to a 2008 report by the National Tiger Conservation Authority.
In an exclusive interview, Belinda Wright, one of India's leading wildlife conservationists, shares her views with Biplob Ghosal of Zeenews.com on several issues ranging from Project Tiger's incapability to adapt to the changed scenario to illegal trade and poaching of tigers.
Belinda Wright founded the Wildlife Protection Society of India in 1994. The organisation helps avert India's wildlife crises by providing support and information to combat poaching and the escalating illegal wildlife trade.
Biplob: The last Census revealed a significant decline in the number of tigers. How do you rate the Project Tiger launched by the government three decades back? Can India still save the tiger or is it already too late?
Belinda Wright: When it was launched in April 1973 тАУ which is nearly four decades ago - Project Tiger was considered one of the most ambitious wildlife conservation projects in the world. As a result of Project Tiger, huge tracts of forests were declared protected areas and received special funding. The tiger was the focus but all the other species in its domain also benefitted.
There is no doubt that Project Tiger is one of the main reasons why wild tigers still survive in our forests today. Unfortunately, in the past couple of decades, Project Tiger did not adapt to or even acknowledge the changing scenario and consequently, it did not take timely action to stem the growing problem of poaching and human-tiger conflict. Ground-level protection and enforcement and implementation of The Wild Life (Protection) Act were also very lax and this resulted in tiger numbers declining, once again.
But it is certainly not too late. If we can curb tiger poaching and the poaching of the tiger's prey species, if we can stem tiger-human conflict and if we can stop the encroachment of tiger habitat, then yes, the tiger can be saved. It is not difficult for this species to make a comeback; if tigers are given enough space, food and water, they breed well and multiply quickly.
Biplob: What steps should the government take to save the magnificent creature? Should the shoot-at-sight orders in place in Kaziranga be implemented across the country's reserves?
Belinda Wright: The Central government finally started to wake up to the fact that the tiger was in dire straits in 2006. The combination of the loss of all Sariska's tigers in 2004, the August 2005 expose of the tiger skin trade in Tibet by WPSI (Wildlife Protection Society of India) and EIA (Environmental Investigation Agency), the August 2006 CAG report on the management of tiger reserves, and the August 2007 preliminary report of the government-sponsored tiger Census, all came as a shocking wake-up call.
The government has now greatly increased funding and is making a sincere effort to be proactive. Various steps are being taken to improve the protection and management of our tiger reserves, and to secure their boundaries. What we need now is the same acceptance and political will from the state governments. Unfortunately, the states are still more driven towards projects aimed at financial gain, rather than tiger conservation.
The shoot-at-sight orders in Kaziranga have proven to be very effective in curbing the poaching of both tigers and rhinos. However, before similar efforts can be made in other parts of the country, the field staff needs to be mandated to use arms, and they need to be trained, equipped and motivated.
Biplob: Illegal trading of tiger parts is rampant in India. Can you throw some light on this illegal business for our readers?
Belinda Wright: The illegal trade in tiger parts is indeed widespread in India, and no wild tiger is really safe from this menace. What we must keep in mind is that almost all this trade is fuelled by a demand for tiger parts from outside India's borders; i.e. from other countries such as China.
Analysis of information in WPSI's wildlife crime database reveals an alarming scenario. Although some poaching incidents are one-off or driven by human-tiger conflict, many are part of large organised networks of poachers, traders and smugglers. These networks are controlled by city-based masterminds who are seldom linked directly to the illicit goods.
The severity of the problem was first brought to light when investigations carried out in 1993-94, led to the seizures of 36 tiger skins and 667 kg of tiger bones in northern India. The illegal trade has now spread its tentacles throughout the country and is in the hands of ruthless, sophisticated operators.
A tiger can be killed for as little as Rs 40 for the cost of poison, or by using a reusable, inexpensive steel spring trap. Much of the tiger poaching is done or assisted by tribal people who know their forests well, and their hunting talents and knowledge are often exploited by others. Although poachers are now paid well, it is the middlemen and traders who make the most profits from the illegal trade in tiger parts.
Biplob: Will the Green India Mission, meant to enhance forest cover, benefit in conserving the tigers?
Belinda Wright: Tigers are hardy animals and good breeders. If they are given enough undisturbed space, and if we can stop the encroachment of tiger habitat, then we will be a step closer to saving the tiger.
If the Green India Mission can successfully enhance India's forest cover in areas around protected areas, then this will benefit India's tiger conservation efforts. But more important than additional forested areas, we must first ensure the effective protection and management of our current protected areas.
Biplob: How can wildlife tourism co-exist with tiger conservation programme?
Belinda Wright: Wildlife tourism should be seen as one of the tools through which effective conservation can be undertaken. There are many reasons for this. Apart from providing livelihoods and income for local communities, the presence of tourists acts as a major motivation force and a monitor for management and protection measures being implemented by the forest department. It is also a fact that in areas that have no or low tourism, poaching cases are higher as poachers can roam freely through these protected areas without fear of being spotted or caught. By default and because of poor enforcement, tourism is currently playing an important role as a protector of wild tigers.
However, it is imperative that wildlife tourism is also managed and closely monitored. Visitor numbers must be limited and wildlife resorts must be made to practice responsible wildlife tourism and conform to environment-friendly norms. In some areas wildlife resorts are already blocking wildlife corridors, depleting water resources, purchasing illegal head-loads of wood, and creating noise and rubbish (voir page précédente).

Pour la majorité des touristes venant se dépayser dans les réserves de tigres, l’environnement et le bien-être de ces animaux est le cadet de leurs soucis. Si cette problématique commence à
mobiliser les médias indiens, la situation inquiète fortement Sanjay Karkare, responsable pédagogique de la Bombay Natural History Society (BNHS). Pour ce dernier, la concentration
toujours plus importante des hommes dans ces lieux commence par perturber sérieusement les chats sauvages : « Les tigres n’aiment pas être dérangés chez eux, dans leur habitat
naturel. Par conséquent nous nous efforçons de mettre en valeur la biodiversité très riche de ces réserves afin que les touristes prennent conscience qu’il y a bien plus à voir que les
félins ».
Afin de sensibiliser le grand public aux problèmes encourus par les tigres, Sanjay Karkare a organisé une exposition de photographies dédiée à cet animal avec un intérêt particulier
pour les réserves de Taodoba-Andhari et Pench, situés au centre de l’Inde. L’exposition a eu lieu du 13 au 15 janvier dernier. Elle était destinée à alerter le public sur les enjeux
écologiques des réserves, insistant sur les points d’eau à disposition des animaux, l’impact des activités humaines sur les forêts, la pêche illégale, le tourisme et le pâturage excessif,
l’exploitation minière et la rupture des corridors empruntés par la faune en raison de l’élargissement du réseau autoroutier.
Pour Sanjay Karkare, les villageois s’intéressent désormais au problème, et la nécessité de préserver la faune et la flore est évoquée de plus en plus largement au sein de la population
indienne. Beaucoup reste cependant à faire pour améliorer l’habitat et les conditions d’existence des tigres. Les fonds recueillis par la vente des photographies des réserves sont par
conséquent destinés aux services de protection des tigres, notamment actifs auprès de la BNHS.

The Coalition for the forest near Moscow has sent detainees to a lawyer, and all the activists were released.
It was on Jan. 15 was designated the beginning of harvesting, suspended the decision of the President in August 2010, however, on January 13 the First Deputy Chairman of the Board SC Avtodor Sergei Kelbakh said that the forest will cut only after the creation of a "Committee for Environmental Control. Members of the coalition "For the forest near Moscow» (WWF, Greenpeace, Ekooborona and others) refused to enter into this committee.
It is noteworthy that the same day - January 13, when Sergei Kelbakh announced the continuation of construction of trails through the forest of Khimki, Moscow Mayor Sergei Sobyanin announced his intention to expand the Leningrad Highway in Khimki, in spite of the lack of funding for this project at the federal level.
This does not require the destruction of valuable natural features or demolition of residential houses. Expansion of the Leningrad highway provides an immediate improvement of the transport situation - as links Khimki and Sheremetyevo bessvetofornym modern highway almost to the center of Moscow.
