(Perry
& Richard 1965, The World of the Tiger).
RADIO DU POUMON
LES POISSONS DE L'APOCALYPSE
"Et Tchernobyl fume,
Pour qui brûlent ces feux...
Et la mémoire éternelle
Est chantée par les oiseaux de Dieu."
Stepan Roudianskiy, 1857
"At 188,000 hectares of protected area reserves and sanctuaries in the state of just over 20 inspectors, who really busy at the fire. People are working on the wear and tear, - said Vladimir Timonin, Deputy Director of Public Kedrovaya Pad "and reserve" Leopard. - We rescued support public environmental organizations - World Wildlife Fund (WWF), the fund "Phoenix", but clearly that this number of inspectors is simply not enough, they need about 70-90 people. "
Burn and adjacent to the sanctuary "Leopard" goszemzapasa territory and forest resources. Beginning in mid-February, foresters Khasan district, with technical support and participation of employees WWF, to carry out preventive annealing along the route Slavyanka - Kraskino. It was hoped that by such a measure will reduce the spread of fire in the south district. But there was a man who gave fell back from the road, in the upper reaches of the river Tsukanovki, not far from the line of engineering and technical installations of the Russian-Chinese border. As a result, the fire crossed the line of ITS and a fiery tornado swept through the valleys of the rivers Grape, Small and Big Smooth. Together with foresters KSU "Primles", state enterprise, Seaside airbase protection of forests, the Emergencies Ministry, the members of the Slavic ohotobschestva and the tenant in the forest fire fighting involved and members of public environmental organizations. In particular, the car of WWF Russia, acquired by means of M-Video, conducted in a timely diversion of forest rangers, water delivery for knapsack sprayers. With the help of pumps and blowers, also purchased with the support of the supporters of WWF, extinguished the flames.
"In the current system of monitoring fires in the habitats of leopards in the south-west of Primorye, Russia created by WWF in cooperation with NGO" Transparent World ", a fire in the upper Tsukanovki was seen even on April 9. Information from our site confirmed the fire and forest managers Kraskinskogo forest - said Giorgi Likhachev, Project Coordinator, WWF-Russia Amur branch to restore habitat of the Amur leopard. - A message about the fire I immediately passed to the dispatcher administration Khasan district. On April 10 in windy conditions the fire broke out, and only attract a large number of forces and resources to help stop it. On April 14, according to the decryption of satellite images made by NGO "Transparent World", the area traversed by fire in the area goslefonda Kraskinskom forest area was 5,427 hectares. I believe that if measures to eliminate it have been taken in time, such an extensive fire could have been avoided. "
Amur branch of WWF stands ready to assist the Forestry Development of Primorye and the tenant lesfonda - Nerpinskomu the fishing consumer society "by laying minpolosy state forest along the border throughout the southern portion of Khasan district, in order to stop the burns and to keep them out into the woods.
"The key issue - it is no real master of goszemzapasaza and agricultural lands. They do not extinguish grass burns no one, except volunteers, and it is from these lands goes to the fire of forest resources and specially protected natural areas - a habitat for tigers and leopards. Long overdue and need to create their own structure for the protection from fire therapeutic and recreational areas "Clear" - PA regional importance - says George Likhachev. - While the duty to prevent fires in their territories and their suppression in the event will not be assigned to the land users in law, we do not tear this vicious circle, with some impunity on fire, while others are forced to make enormous efforts to get it all put out. "
According to a study in the delta of the Ili River south of Lake Balkhash is a territory of 400 thousand hectares, which is suitable habitat for rare predator.
Turan tiger has traditionally been a symbol of the Peoples of Kazakhstan and Central Asia. But the graceful cat disappeared from these areas in the 20 century.
In 2011, WWF works with government and experts of the Republic of Kazakhstan began to develop and implement the work program of recovery tiger in Central Asia.
In this connection, ecologists have published "Feasibility recovery Caspian (Turan), a tiger in Central Asia" - a study that was conducted by Dr. Hartmut Yungius in 2010. According to this study, the most optimal conditions for the tiger is in the Southern Balkhash and the Ili River delta. The study confirms that "in the delta of the Ili River, south of Lake Balkhash, there are large areas of suitable habitat for the tiger - not less than 400.000 hectares, and maybe - and more.
A recent study by British scientists, geneticists showed that the Turan tiger is not genetically different from the Amur, living on the Russian open spaces. And that means there is a great chance to restore the tiger population in Kazakhstan, their native habitat.
In November 2010 the Russian Prime Minister Vladimir Putin expressed willingness to assist Kazakhstan in this program.
In March 2011, Prime Minister of Kazakhstan Karim Masimov at a meeting with Director of WWF Russia's Igor Chestin and head of the Central Asian program of WWF Olga Pereladova stressed the interest in developing cooperation with Russia and the World Wildlife Fund in this regard.
were also relatively well known in Old Russia. Heptner (1969), recorded it from the coast
of the Sea of Azov, he stated also that tigers entered the southern Russian steppe and
perhaps even the forest-steppe (the Chernigov Princedom).
Tigers were also regularly seen on the territory of current Ukraine, in reed beds along
the Terek and Kuban rivers, and in the Don River mouth."
prescrites par le rapport à ce sujet concernent une proposition d'associer les chinois au projet: "Explore with WWF-International and WWF-China if the China Government would be interested in
participating in a transboundary initiative to restore the tiger along the Ily River. This might have the advantage that problems on water management issues could be solved much quicker,
and Siberian Tigers for reintroduction might be supplied from captive stocks in China. This would also allow China to respond positively to pressure from the international conservation community
to reduce its captive stocks significantly."
En tout état de cause, "The Amu Darya Delta and the former coastline of the
Aral Sea, embrace unique
uninhabited wilderness areas with a great potential for restoring and preserving a vast
system of wetlands, forest, steppe and desert habitats for a large variety of wildlife (more than 1 million ha)".
1. TAKE EASIER THE LIFE FOR PEOPLE. The inhabitants of the Altai Mountains, living in habitats of the snow leopard and argali, it is possible to get a lift on the development of their own business. Income from small businesses reduce the level of poaching for food. In 2011, WWF and the Foundation CITI provide the public the opportunity of the Altai Republic poluchenpiya funds for development or the opening of his case.
2. A BETTER EFFICIENCY IN ANTI POACHING PROCESS.
Constant raids anti-poaching brigades Irbis supported by WWF possible to completely eliminate this threat to snow leopards in the southern part of the reserve "Sayan-Shushensky"
Anti-poaching brigade "Irbis" - a joint team of inspectors of several nearby protected areas south of the Krasnoyarsk Territory, Khakassia and Tuva. Ongoing support group WWF to combat illegal hunting in the habitat of snow leopard gets a few years.
Reid Task Force in February and March will cover the territory on the border of the reserve "Sayan-Shushensky" buffer zone and adjacent parts of the site of the Khan-Deer "reserve" Uvs Nuur Basin (Tuva). Operatives inspected the area Hemchikskogo ridge on the border of the Krasnoyarsk Territory and Tuva Republic - is the main habitat of the snow leopard. On the territory of the Sayan-Shushenskoye reserve inhabited by the only known grouping of snow leopards in the KrasnoyarskTerritory. This sustained strength only 7-8 specimens preserved only because of strict protected regime
In the tract Hem-Terek operatives noticed the marks of hoofs of horses, it was obvious that the poachers came into the territory of the reserve on the part of Tuva, and later was found and the place of hunting in the Siberian mountain goat - fireplace and cache (caches) left by poachers with meat. Hoping to arrest violators on the return of the meat inspectors set up an ambush, but even after ten days, the poachers had not returned to the place of hunting. Destroying the camp of the violators, operatives took off an ambush.
In the remaining tracts (areas) covered by patrols (Kolbak-cape-Cape Cholban, Irgar, Urbun (security zone), River Valley Khemchik (log Iyme)) violators are found, there is not even old tracks of poachers.
The main threat snow leopard in the south of Krasnoyarsk region are poachers - petelschiki. Wire loop mounted on an animal trail - a simple but effective weapon. Invisible to the animal, the noose slowly tightened while moving animal, choking or inhaling around the victim's body. The main purpose of poachers - musk deer, snow leopard, but moving along the same trails that loop - a deadly trap.
Inspectors noted a complete absence of loops installed in the southern part of the reserve "Sayan-Shushensky" in the key habitats of the local groups the snow leopard. The main reason for this - regular patrols of the forces of combat units "Irbis", supported by WWF. Loop fishing is the main danger for the snow leopard and control is a priority for inspectors combat units.
Minister of Natural Resources and Environment Trutnev requested substantive departments of the Ministry to work out the issue of reducing the rates of payment per unit of area of hunting grounds at the conclusion of agreements in individual ohothozyaystvennyh Far East regions.
Recall that the June 30, 2010 the Resolution of RF Government No 490 "On rates of payment per unit of area of hunting grounds at the conclusion of agreements ohothozyaystvennyh without holding an auction for the right to ohothozyaystvennyh agreements" under which the hunting grounds users for the Primorsky Territory size is set to one-time payment of 10 rubles per hectare. Resolution has caused mixed reactions among the hunting grounds users of the land for which even such amounts are harmful and significantly affect their activities to increase the number of hoofed animals and protection ohotichih land.
About 80% of Amur tiger habitat is located in the hunting area In-Maritime and Khabarovsk territories. Hunters have a direct impact on the change in state population of Amur tiger and leopard - as the better and for worse. Displacement vector in one direction or another depends on sound public policy with regard to hunting. The pledge of peaceful existence and a tiger hunter imprisoned in the number of ungulates, which should be enough for fishing and for the existence of the predators.
"The system of game management in the premises of the Far Eastern leopard and Siberian tiger long-established and many experts is one of the best in the country - says program coordinator of WWF-Russia Amur branch biodiversity Sergei Aramilev. - In Primorye, for example, about 110 hunting different forms of ownership and level of organization that provides an environment of healthy competition and to the needs of different population groups. It is clear that, as in any industry, some of them are more successful and less successful, their leaders and laggards. In the interest of the country to hunting resources were assigned to competent managers who will provide the rare cats and ungulates in hunting the local population. In light of this approach the Ministry to revise rates downwards for farms that carry such a load, it is correct and fully supported by us. "
Sergei Aramilev notes general problems hunting south of the Far East, located in the premises of a tiger and a leopard does not allow them to pay the designated amount, not to the detriment of its activities and nature. By and large, it is mainly subsidized hunting farm, living off sponsorship, engaged in the business. Money earned directly by hunting, they are only enough to cover their main costs without investing in the development of the area and measures to increase the number of ungulates. Affects the failure of the local population to spend money on hunting in size, close to Europe, to the same region is highly developed trade hunting, including indigenous people, which by law is free. Income from trophy hunting small, hunter-"athletes" from Europe and America scares the distance from their places of residence to places of hunting. At the same time hunting, thanks to their activities, state and public control, it is possible to maintain on its territory a sufficient number of red-animals.
EXPANSION
PREMIERE ETAPE POUR UNE RECONQUETE DE LA NATURE EN RUSSIE : L'EXEMPLE DE LA REGION DE MOURMANSK (MER BLANCHE). Source : WWF Russia, aujourd'hui.
According to studies performed at the initiative of WWF experts, and the Kola Biodiversity Conservation Centre today protected areas (PAs) are absent for more than 50% of the sites that are habitat for Red Data plants and animals. Accordingly, at these sites are not banned, leading to a reduction in the number of plants, animals and other organisms, and worsening their habitat. Furthermore, no national and natural parks, which reduces the attractiveness of the region for tourists and prevents the development of tourism and recreational zones.
Murmansk Regional Government approved the concept of operation and development of a network of specially protected areas (PAs) of the Murmansk region until 2018 and until 2038. This document, according to experts, will return to the region lost leadership in the protection of wildlife. Currently, no entity of the North-West has no such strategy.
"Preparation of the Concept of development of protected areas - a huge job, - said Oleg Krapivin, Chairman of Industrial Development, Environment and Natural Resources of the Murmansk region. - We not only collected suggestions from all scientific and public organizations involved in the protection of wildlife, but also agreed with their plans for the economic development of the area and found scientifically sound compromise. "
Concept is an integral part of scheme development and distribution of protected areas of the Murmansk region until 2018 and until 2038. According to the legislation of the Russian Federation has adopted such a scheme is already a first step towards the protection of valuable parts of nature. If, for any site included in the scheme, there is a danger of destruction, it can reserve up to a national park, nature reserve or natural monument. In Figure expressly provided for the need for such redundancy, for example, suffer from the "wild" tourists Rybachi and Sredni peninsulas and areas of future National Park Khibiny.
«WWF has actively supported this work, - says Oleg Sutkaytis, head of the Barents Sea branch of WWF. - The implementation of the Concept of the share of protected areas in the region will reach almost 17% of the area of the Murmansk region. This is the required level in accordance with the Strategic Plan for conservation and sustainable use of biodiversity for 2011-2020. The task of expanding the network of protected natural areas of securities and the development of environmentally responsible tourism staged Russian Prime Minister Vladimir Putin at a meeting on the development of specially protected natural areas in October 2010.
L'EUROPE, ENFIN
http://europeangreenbelt.org/indoor.html
(merci à Stephan Carbonnaux pour l'info).
L'HISTOIRE CONTINUE.
