Dans "Mes chasses dans la taïga de Mandchourie", Nicolas Baïkov évoque les "nuits des fauves", pendant lesquelles les tigres mâles s'affrontent pour la possession des femelles, ce qui tétanise les autres animaux, humains inclus. L'auteur a vécu l'une de ses nuits singulières en compagnie d'un chanteur moscovite qui, émerveillé par les exploits d'un quatuor de grands félins, leur répondit longuement, sur son propre registre. Les collines du Valdaï sont le coeur battant de la Russie européenne depuis la nuit des temps, celle de l'hydromel comme celle de la vodka. Il est le chateau d'eau de l'Asie, et sa région la plus sauvage est la patrie des léopards des neiges et des molosses du Tibet, chiens de berger les plus vigoureux et les plus combatifs au Monde. This year, for the first time after taking a nut-fishing zones in the non-wood forest lease in, come in Primorye this crop year, and began collecting pine nut industry.

LE COEUR DE L'ARMEE RUSSE

CUIRASSE MYTHOLOGIQUE POUR TEMPS INCERTAINS

Il y a quelques mois, Alexandre Mekhanik publiait dans le magazine russe Expert un intéressant article sur la nécessité pour son pays de reconstruire un mythe fondateur pour le présent et l'avenir de la nation (voir les extraits publiés par le Courrier International 1075 du 9 Juin 2011).

Quelques semaines plus tard, j'avais proposé, sur ce sujet, des pistes précises, axées sur des éléments historiques circonstanciés (voir "Europe : le tigre ou la mort" du 14 Juillet, précisions ultérieures les 11 et 26 septembre). Les aspects principaux de cette thématique avaient été résumées dans une interview donnée à Pascal Esseric, Rédacteur en Chef de la Revue "Elements pour une Civilisation Européenne", et parue le 14 Octobre dans le N° 141 (Octobre - Décembre 2011), sous le titre "pour l'Europe, c'est le tigre ou la mort".

 

Aujourd'hui, l'urgente nécessité de la refondation d'un mythe national russe est plus pressante que jamais. En effet, le simple réalisme conduit à constater que les mouvements tectoniques actuels des ensembles géopolitiques placent l'immense espace central eurasien sous la menace directe de l'étau sino - américain.

Le rouleau compresseur Chinois dans la partie orientale du territoire est désormais dépassé par le tropisme américain, "parasite de l'économie mondiale" selon les mots de Vladimir Poutine, de solutionner la crise totalement hors de contrôle (et provoquée par les Etats - unis eux mêmes) par la seule méthode possible et réellement efficace en pareil cas : la guerre.

 

Alors qu'une Europe occidentale aboulique en tous domaines cherche désormais à se vendre au plus fortuné pour sauver, veut elle croire, son confort d'animal domestique et consumériste, l'Espoir viendra (comme toujours) du Courage, de la Détermination, de la Lucidité et de l'Imagination (cette "Intelligence en érection" selon Victor Hugo), seuls à même d'enclencher une Résistance effective porteuse de victoire.

 

Comme l'a montré Anne Galezowsky, les mythologies primordiales slavo - baltes ont été sérieusement impressionnées (dans le sens photographique du terme) par celles des Scythes, qui glorifient l'Animal le plus sauvage, et notamment le grand félin (voir mon blog du 14 juillet déjà cité plus haut). De même, la culture finno - ougrienne de l'ours et du tigre continue à maintenir des ponts entre finnois (finlandais) et Khantys de l'Ob (Sibérie occidentale, Altaï - Sayan), dont les mythes principaux sont parents jusque dans le détail.

Ajoutons que le tigre fut symboliquement au coeur du "Grand Jeu", compétition géopolitique colossale entre Russie et Angleterre impériale au 19ème siècle, dont la Guerre froide du siècle dernier ne fut qu'une pâle réplique. Le "lion" britannique "chatiait" le tigre musulman - qu'il fut indien (Tippu Sultan en 1799, et plus encore les Cipayes révoltés en 1857) ou d'Asie centrale, notamment ouzbek - perçu dans tous les cas comme allié des russes... Orthodoxes et soufis étant, de ce point de vue, dans la même sphère culturelle aujourd'hui, ils constituent les deux sources principales auxquelles s'abreuvera l'Aigle bicéphale à la triple couronne... 

 

D'autre part (et à l'occasion de la sortie en France de la traduction du livre de John Vaillant évoquant le drame des relations hommes - tigres dans la Russie des années 90, voir ma page blog "Pamiat : la mémoire" du 9 Septembre 2010) rappelons que, comme le dirent les indiens des plaines d'Amérique du Nord à la fin du 19ème siècle, "ce qui arrive aux loups arrive aux hommes". Et c'est aussi ce qu'exprimèrent les kazakhs à propos des tigres, quand les uns et les autres subissaient l'anéantissement "agricole" des années 30. De même, la réification du tigre de Sibérie en "pièces détachées" et son qualificatif de "Toyota" (parce qu'on pouvait s'en acheter une en en tuant un), coîncide à une surmortalité d'un million de personnes en Russie pendant cette période de "Katastroïka".

A contrario, prendre soin du tigre implique un net mieux pour l'homme.

C'est d'ailleurs aussi le cas pour la forêt qui, là où elle est effectivement épargnée, permet aux riverains de tirer parfois des revenus des centaines de fois supérieurs à ceux où celle - ci est mise en coupe réglée.

 

Le "dragon vert " est un dispositif potentiellement majeur de l'armature mythologique de la Russie en devenir. Dans le cadre de son élaboration, un symbole national important serait un nouveau nom pour un animal appelé à revivre au Kazakstan, en Iran, puis en Turquie, mais en premier lieu en Russie centrale et occidentale, le "tigre de Sibérie": Panthera tigris eurosibericus, Panthera tigris russicus...

EXTENSION DU SANCTUAIRE VERS L'OUEST

Eastern Transbaikalia - a kind of crossroads of the world.  The region is situated at the junction of three major river basins of Eurasia (the Baikal-Yenisei, the Lena and Amur) and east to the junction of three countries (Russia, Mongolia and China), includes several natural zones (taiga, forest steppe and steppe) and, perhaps, Most importantly - is located on the border of the major biogeographic selected.  Here there is a narrowing of the transcontinental migration routes of birds, so in the avifauna of the region - many globally rare and vulnerable species (including six species of cranes).  To save some of them (such as Daurian crane, goose-Sukhonos, bustard, dzeren, manul, Kodar bighorn sheep, etc.), Trans-Baikal Territory is crucial.


However, despite the global importance of natural complexes, the area of ​​protected areas in the Trans-Baikal Territory is less than 4%.  Outside the protection of threatened and active economic development are still the most valuable wetlands, rivers, the sources of the Amur (Argun, Onon, Shilka), which have no analogues steppe lands with black birch forests Dauria and many others.

It is therefore particularly important that new protected areas created directly in rivers Argun and Onon. "Relic oak" - the first protected area in the valley of the Argun. Taken under the protection of relict grove of Mongolian oak, located on the extreme western boundary of the area, isolated from the main area of ​​growth of oak. Researchers determine its age about 3,000 years.  In addition, in the sanctuary includes meadows with a large number of Manchu origin, black birch forest steppe park and tall meadow steppes with peony and molochnotsvetkovogo yasentsa mohnatoplodnogo. "Semenov" - the first marketplace of high status in the PA area Baleyskom Trans-Baikal region.  Its creation in some way compensate for the excessive human impact on ecosystems Baleyskogo area associated with the intensive development of mining operations. A distinctive feature of the two new nature reserves in the Transbaikal is that they are created at the initiative of local people, implemented with the support of WWF-Russia Amur branch.   In July 2011 approved the scheme of development and location of protected areas in the Trans-Baikal Region for the period until 2021.  According to the document area of ​​the regional protected areas in the region should grow up to 5-6% (more than 2-fold compared to the present).

AN AMERICAN SLAUGHTER

ILS AVAIENT ETE LIBERES PAR LE PROPRIETAIRE DU RANCH QUI LES HEBERGEAIT, AVANT LE SUICIDE DE CELUI-CI. 18 tigres et 17 lions sont parmi les victimes, ainsi que 3 pumas, 2 grizzlis et 6 ours noirs.Trois léopards et un grizzly ont survécu au massacre. La police a expliqué qu'elle manquait de produit hypodermique et qu'il fallait protéger les riverains.

L'achat libre de félins sur Internet est légal dans 8 états aux USA (dont l'Ohio). La question est maintenant de savoir si la législation concernant les animaux sauvages présents chez des particuliers va évoluer, et si oui dans quel sens. Ce fait divers isolé, qui a ébranlé l'opinion publique américaine, ne doit en effet pas faire oublier le trafic gigantesque qui touche les immenses populations de félins concernées (à tout le moins plusieurs dizaines de milliers, le nombre de 2884 avancé officiellement le mois dernier par la Feline Conservation Federation paraissant pour le moins douteux) comme l'a établi un rapport en 2009, et les safaris effectués sur le territoire, où des centaines de grands félins trouvent la mort chaque année.

Plus que jamais, les Etats unis sont à la croisée des chemins entre la continuation du "gâchis de marchandise"à une échelle industrielle et un réensemencement des espaces sauvages par des populations ayant réappris une existence autonome (voir sur le site la page "Avenir des tigres captifs").

 


Zanesville, Ohio:  Sheriff's deputies shot nearly 50 wild animals - including 18 rare Bengal tigers and 17 lions - in a big-game hunt across the state's countryside on Wednesday after the owner of an exotic-animal park threw their cages open and committed suicide in what may have been one last act of spite against his neighbors and police.

As homeowners nervously hid indoors, officers armed with high-powered rifles and shoot-to-kill orders fanned out through fields and woods to hunt down 56 animals that had been turned loose from the Muskingum County Animal Farm by owner Terry Thompson before he shot himself to death on Tuesday.

After an all-night hunt that extended into Wednesday afternoon, 48 animals were killed. Six others - three leopards, a grizzly bear and two monkeys - were captured and taken to the Columbus Zoo. A wolf was later found dead, leaving a monkey as the only animal still on the loose.

Those destroyed included six black bears, two grizzlies, a wolf, a baboon and three mountain lions. Dead animals were being buried on Thompson's farm, officials said.


"It's like Noah's Ark wrecking right here in Zanesville, Ohio," lamented Jack Hanna, TV personality and former director of the Columbus Zoo.
Hanna defended the sheriff's decision to kill the animals but said the deaths of the Bengal tigers were especially tragic. There are only about 1,400 of the endangered cats left in the world, he said.

"When I heard 18, I was still in disbelief," he said. "The most magnificent creature in the entire world, the tiger is."

As the hunt dragged on outside of Zanesville, population 25,000, schools closed in the mostly rural area of farms and widely spaced homes 55 miles east of Columbus. Parents were warned to keep children and pets indoors. And flashing signs along highways told motorists, "Caution exotic animals" and "Stay in vehicle."

Officers were ordered to kill the animals instead of trying to bring them down with tranquilizers for fear that those hit with darts would escape in the darkness before they dropped and would later regain consciousness.

"These animals were on the move, they were showing aggressive behavior," Sheriff Matt Lutz said. "Once the nightfall hit, our biggest concern was having these animals roaming."

The sheriff would not speculate why Thompson killed himself and why he left open the cages and fences at his 73-acre preserve, dooming the animals he seemed to love so much.

Thompson, 62, had had repeated run-ins with the law and his neighbors. Lutz said that the sheriff's office had received numerous complaints since 2004 about animals escaping onto neighbors' property. The sheriff's office also said that Thompson had been charged over the years with animal cruelty, animal neglect and allowing animals to roam.

He had gotten out of federal prison just last month after serving a year for possessing unregistered guns.

John Ellenberger, a neighbor, speculated that Thompson freed the animals to get back at neighbors and police. "Nobody much cared for him," Ellenberger said.



Thompson had rescued some of the animals at his preserve and purchased many others, said Columbus Zoo spokeswoman Patty Peters.
It was not immediately clear how Thompson managed to support the preserve and for what purpose it was operated, since it was not open to the public. But Thompson had appeared on the "Rachael Ray Show" in 2008 as an animal handler for a zoologist guest, said show spokeswoman Lauren Nowell.

The sheriff's office started getting calls on Tuesday evening that wild animals were loose just west of Zanesville. Deputies went to the animal preserve and found Thompson dead and all the cages open. Several aggressive animals were near his body and had to be shot, the sheriff said.

Sheriff's Deputy Jonathan Merry was among the first to respond on Tuesday. He said he shot a number of animals, including a gray wolf and a black bear. He said the bear charged him and he fired his pistol, killing it with one shot when it was about 7 feet away.

"All these animals have the ability to take a human out in the length of a second," said Merry, who called himself an animal lover but said he knew he was protecting the community.

"What a tragedy," said Barb Wolfe, a veterinarian with The Wilds, a nearby zoo-sponsored wild animal preserve. She said she managed to hit a tiger with a tranquilizer dart, but the animal charged toward her and then turned and began to flee before the drug could take effect, and deputies shot the big cat.

At an afternoon news conference, the sheriff said that the danger had passed and that people could move around freely again, but that the monkey would probably be shot because it was believed to be carrying a herpes disease.

"It was like a war zone with all the shooting and so forth with the animals," said Sam Kopchak, who was outside on Tuesday afternoon when he saw Thompson's horses acting up. Kopchak said he turned and saw a male lion lying down on the other side of a fence.

"The fence is not going to be a fence that's going to hold an African lion," Kopchak said.

Danielle Berkheimer said she was nervous as she drove home on Tuesday night and afraid to let her two dogs out in the yard.

"When it's 300-pound cats, that's scary," she said. She said it had been odd on Tuesday night to see no one out around town, and the signs warning drivers to stay in their cars were "surreal."

Some townspeople were saddened by the deaths. At a nearby Moose Lodge, Bill Weiser said: "It's breaking my heart, them shooting those animals."
Ohio has some of the nation's weakest restrictions on exotic pets and among the highest number of injuries and deaths caused by them. At least nine people have been injured since 2005 and one person was killed, according to Born Free USA, an animal advocacy group.

On Wednesday, the Humane Society of the United States criticized Gov. John Kasich for allowing a statewide ban on the buying and selling of exotic pets to expire in April. The organization urged the state to immediately issue emergency restrictions.

"How many incidents must we catalog before the state takes action to crack down on private ownership of dangerous exotic animals?" Wayne Pacelle, president and CEO, said in a statement.

Kasich said on Wednesday during a meeting of Dix Communications editors: "Clearly, we need tougher laws. We haven't had them in this state. Nobody's dealt with this, and we will. And we'll deal with it in a comprehensive way."

NEW STEP FOR EUROPEAN LEOPARDS

Last week, experts from the International Union for Conservation of Nature (IUCN) and the European Association of Zoos and Aquaria (EAZA) visited Sochi National Park and Caucasian State Reserve to learn more about the program for the reintroduction of leopard in the Caucasus.   Recovery program is implemented leopard Ministry of Natural Resources and Environment of the Russian Federation with the participation of Sochi National Park, the Caucasus Nature Reserve, WWF Russia, Institute of Nature, Institute of Ecology and Evolution, Severtsov Academy of Sciences, Moscow Zoo.

The delegation included representatives from IUCN experts on feline Urs Breytenmozer and Herve Lesieur, experts EAZA Alexander Plum (curator Kolognerskogo Zoo) and Martin Raffel (Munster Zoo curator), employees of Ministry of Russia, Sochi National Park, the Caucasus Biosphere Reserve and WWF-Russia.

 With the support of the Sochi National Park from the experts an opportunity to inspect the place of the alleged helicopter issue leopards into the wild.  During the flyby the Caucasus Nature Reserve visitors can see a huge territory, uninhabited by people, and even see a few groups of ungulates: tours, wild goats, deer and bison.  What he saw convinced experts that the site chosen for the reintroduction of optimal and food supply for a leopard.

Director of WWF-Russia Igor Chestin foreign experts presented the program of reintroduction of leopard in the Caucasus . The discussion focused on its progress and plans for the next, after which the delegates visited the Centre for breeding and rehabilitation of leopards.  This is a unique place where the working conditions for breeding of leopards, and for their continuing adaptation to life in the wild. Currently there are four individual leopard: two males, and General Alous brought from Turkmenia, and two females, Cherie and Mino, which was brought from Iran.  Director, Center for Umar Semenov showed how animals are kept, and outlined plans to build steam.

To date, the completion of breeding stock of the center is a priority. This will allow faster and get a pair to form a first kittens. "But this is only the beginning - says project coordinator for the Conservation of WWF-Russia's Natalia Dronov, - on a long and difficult work on the adaptation of young leopards for independent living in the wild. It is important to teach the animals to hunt and find prey, avoid the person.  We hope to help our foreign colleagues, who already have experience of working for the reintroduction of the cat. "

At the end of his visit to Moscow, the Russian Ministry of Natural Resources held a meeting with the Director of International Cooperation Department, NR  Inamova, the Institute of Ecology and Evolution ,  Severtsov Academy of Sciences and a representative of Embassy of Islamic Republic of Iran.  During the meeting, international experts confirmed their readiness to provide advice and assistance in program implementation. The parties have agreed to develop a Memorandum of Understanding for the Program and detailed plan of action within the framework of international cooperation.

WWF hopes that IUCN will support the project for the reintroduction of leopard. "Cooperation with the European Association of Zoos are also very important to us, - adds Natalya Dronov. - In a joint work EAZA could provide the animals, which would give the offspring in a breeding center and rehabilitation. These pups would participate in the program for the reintroduction. Perhaps they would put the beginning of a new population of leopards in the Caucasus. "

OLYMPIC THREAT ON THE WHOLE TERRITORY

Olympic   "Rake": the proposed law   "On special economic zones in Russia 'could destroy Russia's reserves
 WWF believes that the proposed amendments to the Law on Specially Protected Natural Areas, if adopted, will act destructively on the federal system of protected areas.

Today on the official website of the State Duma was posted the text of the draft Federal Law No 549129-5   "On Amendments to the Federal Law "On special economic zones in the Russian Federation" and Certain Legislative Acts of the Russian Federation ", prepared for the second reading.

WWF believes in this project as a threat throughout the reserve system in our country, because:

  • allows the Government of the Russian Federation by its decision to transfer reserves to national parks - areas with less stringent security;
  • removes restrictions on the construction of tourist facilities and physical fitness in National Parks;
  • authorizes the destruction of rare and endangered trees and shrubs.

The need for this legislation the developers explain the needs of the program of development of resorts in the North Caucasus.

However, WWF carried out consultation with the JSC   "Resorts of the North Caucasus," the proposed facilities location revealed no plans for any construction in the reserves and national parks. At the same time, further destruction of so weakened environmental laws may become an obstacle to attracting major foreign investments in the program of development of resorts.
