MORT, A 45 ANS, D'UN HOMME HONNÊTE ET COURAGEUX.(Source : WWF Russia, ce jour).

The team Amur branch of WWF (WWF) mourns the untimely death of a friend and colleague Gennady Nikolayevich Zherebkina (1967-2012)

As a result of rapidly developing the disease went away from us the indispensable employee, an invaluable friend and positive person.  His life was cut short on the fly, at the moment of peak strength and bulk plans.

Upon his retirement after eight years of inter-district public prosecutor of the Maritime Environmental Prosecutor's Office, Gennady decided to implement the inherent heightened sense of justice, applying their knowledge and experience at the World Wildlife Fund.

Since his arrival as a coordinator for Legal Support Project, much has changed.  Forensic examination carried out by employees of stock in cases involving violations of environmental law, went to a new level and become irrefutable evidence in court. A unit in the past convictions for the murder of the Red animals were gradually becoming the norm.

"This is not about the severity, but the inevitability of punishment for crime.  It is up to the execution of this principle of justice and directly dependent decrease in the number of crimes, including - against nature.  Criminals must know that sooner or later they will inevitably catch up with the punishment for their deeds "- he used to say.

March 24, Vladimir Miklushevsky went to Khasan District, where he met with representatives of the administration of the reserve "Cedar Pad", Amur branch of WWF, the Emergencies Ministry, the Office of Hunting and Forestry

The reason for the trip were fires in the reserve "Leopard," the glow which so excited the inhabitants of Vladivostok, but due to extensive media coverage attracted the attention of the Minister of Natural Resources and Ecology Yuri Trutnev.

On the situation with the fires governor recounted Sergei Khokhryakov, director of Cedar Pad Reserve, in the operational management of the Federal Reserve and the "Leopard." It is the inspectors of the PA came the main burden of sleepless nights.  Discussed in the first place, the question of coordination of disparate forces, the area of responsibility of different organizations, landowners and land users. Mr Putin familiarized with plans to mobilize government and public fire brigades, the scheme of mineralized bands, fire detection system.

Particularly interested in the Governor's successful experience with webcams constant surveillance by the World Wildlife Fund with the support of MTS on the cellular tower on the southern boundary of the reserve  "Leopard", the information which comes on duty Emergency Khasan district.  WWF proposed to install 3 more projects such cameras, but it requires coordination with the telephone companies and the solution to the issue of payment of the traffic image transmission.

The meeting also discussed the construction of the tunnel Narvinskogo designed to serve not only the solution of transport problems, but also provide migration corridor for wildlife, including leopard and tiger. Chapter Khasan district Naryzhny Alexander raised the issue of establishing a national park, Mr Miklushevsky gave a balanced assessment of the situation, urging consider an economic development strategy for "Earth, leopard," taking into account both national objectives and interests of local people.

Presentation of the book "The projected cross-border specially protected natural area" Sources of Cupid "and the booklet" The Russian-Chinese nature reserve "Lake Khanka," published with support from WWF, held in Chita and Vladivostok.

"Cupid - not only the great river ecosystem, but also one of the three largest rivers in the world, still unregulated in the main channel. Cupid - transboundary basin.  The successful cooperation between Russia, China and Mongolia in the conservation of protected areas allows us to hope that we will be able to maintain high biological diversity for our children "- says the new edition, Svetlana Titova, PA Coordinator of WWF Russia Amur branch.

Where the great Amur River is born? The origins of the Amur River begin in Khentei mountainous country.  The famous Onon River originates from Khan Khentei Reserve in Mongolia, and its principal tributaries - the territory Sohondinskogo reserve in Russia. They fall into the Onon already in the Mongolian National Park  "Onon-Baldzh", which was then Onon turns to Russia.  Here, under a mountain Sokhondo, formed the largest pool, the other component of the Amur - Ingoda River. Further, in the Trans-Baikal region merges with the Onon Ingoda Shilka and forms, which, mingling with the Argun, Amur forms.

Thus, there is a joint border area, where the generated sources of the Amur, owned by the two states.  And the best part of the basin is under the protection of specially protected areas (PAs) in Mongolia, and Russia.

Because of its uniqueness, this site is quite vulnerable, so the idea of creating cross-border protected areas  "Sources of Cupid," which will bring together the Russian Reserve  "Sohondinsky 'and Reserve  "Mountain steppe" with the Mongolian reserve "Khan Khentei" and a national park "Onon-Baldzh."  This will provide comprehensive protection of ecosystems of the Upper Amur region and will enable the joint study of the region.

Health, even the largest river depends on the small rivers, which originate from its origins.  The two countries are negotiating on that river basins, giving rise to the Amur, to be commanded.  They must be saved from deforestation, fires, mining of placer gold and the construction of hydropower plants.  Then the people living downstream for more than 4 thousand kilometers, will be drinking clean water, to farm in the valley and live comfortably.  And the 120 species of fish inhabiting the river, and 400-m bird species of the Amur basin will not have to fight for survival.

The book is about a proposed transboundary protected area is equipped with a large number of maps and charts that tell about the current state of flora and fauna of the Upper Amur, illustrated by beautiful photographs. Complements the information film  "Sources of Cupid" shot studio  "The Call of the taiga" commissioned by the World Wildlife Fund (WWF).

And in the south-west Primorye Khanka lowland stretches in the center of which sparkles with blue pearl Lake Khanka.  River flows from Lake Sungacha, it flows into the Ussuri River, which is a right-bank tributary of the Amur. "Lake Khanka" - cross-border nature reserve, which combined in 1996 Khanka Nature Reserve on the Russian side and the Reserve "Shinkai-hoo" from China.  Wetlands of Lake Khanka Ramsar given the status of their unique natural environment.  It noted 352 species of birds, of which 49 included in the Red Book of Russia, and 46 species - the Red Book of China. The new booklet  "Russian-Chinese Nature Reserve  "Lake Khanka" tells about the interaction of cross-border protected area specialists, achievements and problems. "Lake Khanka," shot to the 20th anniversary of the Khanka Nature Reserve, introduces the inhabitants of the lake and its surroundings, that swim, run, fly, and are delighted the audience an amazing mosaic of nature.

L'ORPHELIN EST MORT

Tiger lives fighting to the last
March 17 members of the Office of hunting supervision of Primorye was detected 5.6 months tiger - striped brother tigress rescued in February. Unfortunately, despite the range of activities undertaken through the night he died.

This story happened in the south-west Primorye.  February 25, 2012 in the hunting "Borisov" has been found extremely emaciated cub - a female Siberian tiger at the age of 4-5 months.  Despite the unfavorable weather, the assistance provided by staff of the Office time hunting and veterinary supervision of the Maritime State Academy of Agriculture (PGSKHA), has helped rejuvenate the beast, much to put on weight and get in the physiological norm.  Played its role and operational support for financial supporters of WWF Russia.

Trying to unravel the taiga is the incident for almost a month a group of employees of the Office of hunting supervision led search for traces of mother-tigress and the second cub.  The inspectors have reason to believe that he exists.  According to the first phase of the monitoring of the Amur tiger, which was conducted by the Office in December 2011, in the immediate vicinity of the places where they found a striped orphan, were marked by traces of females with two cubs.  Given that at this early age are certainly a number of cubs with a female, by the Office of the employees organized an operation to search for the tiger family.

In late February, during the second phase of monitoring, on the same route was marked by the trace of tiger.  Version was confirmed, but the lack of snow prevented vytropit beast. More than two weeks spent on the search for new tracks.  Specialists of the Office of hunting supervision persistently returned to the route, knowing that every day is melting hope to find an animal alive.  Only in the tenth week of March they were able to rediscover a long-awaited track to begin tropleniyu and, after several days of work, to see, finally, the red-black stripes. Unlike her sister, do not become waste residues vitality to resist the people, the boy tried to run away, growled and was given into the hand. The essence of a wild animal got the upper hand, taking from the end of a long harried walk in the woods cub last effort, so it needs for quite another - to fight for life ...

Already almost certainly can be argued that the mother tiger cubs died from a bullet of a poacher.  Troplenie traces showed that foundling did not stop trying to find his mother, repeatedly exploring the territory where it was discovered by his sister, and early winter there were traces of their family friendly - says program coordinator of WWF Russia Amur branch biodiversity expert Sergey Aramilev party. - In this age of cubs are not able to earn their own livelihood in a winter forest.  But our hero tried his best.  The nature of injuries on the head tiger leads to the conclusion that he had taken refuge and began to badger digging, he was able to get to the food of salvation, but he could not defeat him.  Badger seriously injured Tiger Cub bitten through the nose and gums, causing inflammation of the oral cavity. Struggling for life, he ate the remains found rotten skins of ungulates and woody mushrooms, which, of course, did not add him strength. "

Caught in a forest animal was quickly taken by the inspectors hunting supervision in a warm room, and he was given a qualified veterinary care specialists PGSKHA.  But, despite these measures, as shown by the autopsy, conducted by veterinarians, agricultural experts from academia and WWF-Russia, the cub because of the strong exhaustion and hypothermia have begun irreversible processes that led to the termination of the individual body systems and, consequently, to the death of the animal.

"It is worth noting Office of hunting supervision that do not give up and continued to investigate the situation to end. The forest is very difficult to even find a lost person, not to mention the cub, whose move defies logic.  Like last time, in spite of the weekend, Tiger was captured without causing him injury, and promptly moved to the point of care.  Unfortunately, the body has already begun irreversible processes, and he could not help anything, but this became known only after the autopsy.  Each of the staff of the Office who participated in this study, perceived loss of personal tragedy as a cub, - Sergey continues Aramilev. - We hope that created the Office of hunting supervision of Primorsky Krai group to resolve the conflict with the tiger and other large predators, and a similar her in the Khabarovsk Territory, finally have a decent public funding. Existing subsidies are not enough even for fuel, not to mention everything else "

LEOPARDS DE L'AMOUR : LE TERRITOIRE S'EMBRASE

LES INCENDIES SONT QUASIMENT HORS DE CONTRÔLE (source : WWF Russia, ce jour)

Land leopard back in the fire
WWF-Russia believes that the situation with the fires on Earth leopard can spin out of control and calls to introduce state of emergency in the Khasan district of Primorye.  In the near edge of the Nadezhda this mode is entered.

Therefore, the season of spring fires on Earth began leopard ... back in January , during the Christmas holidays, and continues to this day.

In preparation for the spring fire season, WWF gave a set of hardware with software in the operational headquarters of Civil Defense and Emergency Administration Khasan district and conducted training of the service dispatching on the use of video information, established by the Fund on the tower of MTS in the habitat of the Amur leopard, for the rapid detection of foci of fire .

"Cedar Pad" with support from WWF and some land has already eliminated more than 20 fires. Among them - three of arson in the reserve itself, where the grassroots fire covered 309 hectares. And in the reserve  "Leopard" eliminated - more than 15 fires that have engulfed about 2 hectares Continuing to fight the fire involved 25 inspectors, and the reserve team of volunteers.

"Already this year we gave the staff on the second set of entsefalitok and shoes: the first is burned in fires, - the director of the reserve "Cedar Pad" Sergei Khokhryakov. - We are ready to defend the territory of the reserve and that reserve, where high-value areas of forest with plantations of cedar.  But the sanctuary, it was created without removing the land from the land. And putting out fires on their land - it is their contractual obligations.  These duties, with rare exceptions, are not met under the cover of the lack of a license to fire, lack of funds and other things.  All hope is that the district administration will penalize negligent omission. "

At the moment the fires on the lands of the Ministry of Defence (Narvinsky Bamburovsky and polygons), put out jointly by teams of range, supervisors and volunteers.

State Land Reserves of the Earth, outside the sanctuary, were today ... drawn. Т That is, the owner of them, seem to have represented the state, but to put out - none.

And the next day, March 24, will open the spring hunting of waterfowl.  And Khasan District will rush for at least two thousand hunters!  It is easy to imagine how to increase the likelihood of new fires.

Therefore, the World Wildlife Fund (WWF) urged the administration Khasan district of Primorsky Krai, immediately implement a state of emergency, as has been done in the next, Nadezhda district.

En + and WWF will hold a joint assessment of hydro pool Amura
On World Water Day En + Group and WWF Russia have agreed to hold a joint comprehensive study to assess the impact of hydroelectric plants on the ecosystem of the Amur River Basin

The purpose of the study is to identify and balanced account of all the key factors, including environmental and socio-economic, that should be taken into account when deciding on the possible development of hydro potential of the Amur basin and construction of new hydroelectric plants.

For the study of WWF-Russia and En + set up a working group to develop terms of reference for integrated assessment, as well as to attract competent to carry it out by specialists and representatives of the scientific community.
The study is scheduled for completion before the end of 2012.

Such a comprehensive strategic environmental assessment will be conducted for the first time in the history of hydropower in Russia and the Soviet Union.

Prior to the completion of studies and obtaining his conclusions, and En + EuroSibEnergo suspend work on the Trans-Siberian hydroelectric project on the river.  The decision on the future of the Trans-Siberian hydroelectric project company will be based on the conclusions of a comprehensive environmental assessment.

«E n + is one of the largest investors in the economy of Eastern Siberia, in the next 15-20 years, Group companies intend to invest in new projects in the Siberian region of metallurgy, energy and mining industry more than $ 25 billion.  Cooperation with WWF - one of the most respected environmental organizations in the world - will ensure that our new projects, including energy, will meet the highest environmental standards, and the economy will grow in Eastern Siberia, based on the principles of sustainable development "- said General Director of En + Group Mr. Volynets.

"It is important to minimize the adverse environmental impacts during the development of energy infrastructure in the Amur River basin - a priority ecoregion for conservation of the planet - says Eugene Schwartz, director of WWF-Russia's environmental policy, etc. AD.  - The dialogue with the company En +, we can achieve the strategic synergies through the combined use of different types of electricity generation - to reduce the overall environmental impact of energy and ensure the preservation of unique natural resources of the region. RETROUVER UN TEMPS PRINTANIER

21 Mars 2012 , Rédigé par Alain Sennepin Publié dans #Retour du tigre en Europe

CLIMAT, CLIMAX, GEOGRAPHIE SACREE

http://rweek.ru/up/MediaLibrary/fr/ihtio.html

CONSTAT : CERTAINS DISPOSITIFS LEGAUX SERVENT DE STRUCTURE D'HABILLAGE A L'ABATTAGE MASSIF DES ARBRES DU PRIMORYE (WWF Russia, ce jour).

Crimes without punishment
WWF-Russia handed to the Deputy Minister of the Interior Ministry, Alexander Gorovoy during his visit to Vladivostok on the material omissions of law enforcement agencies in investigating illegal logging.

In the submitted material facts are delaying cases of significant illegal logging, the possible involvement of investigators to the illegal felling, negligent conduct of investigative actions, the return of the seized guns crimes - tractors, chain saws. The need for the transfer of these materials Deputy Minister Ministry of Internal Affairs was prompted by candid formal replies received WWF-Russia, in response to repeated appeals on this issue in the Ministry of Internal Affairs of the Primorsky Krai.

"Illegal logging in the Primorsky and Khabarovsk Territories - it is not just a certain set of offenses, and the system that emerged in the woods on the ground collapsed state forest.  Forest Declaration and purchase agreement in many areas are just a tool for the legalization of illegally harvested wood, "- says the head of the forest department of the Amur branch of WWF Denis Smirnov.

This conclusion is based on the results of the identification and analysis of violations of forest legislation in the Far East, held the staff of WWF-Russia Amur branch for 2009-2011, together with representatives of hunting supervision and monitoring of forest law enforcement.  The volume identified with WWF illegal logging in different years was 10-20% of the total amount of illegal logging, all the services identified in the Primorye Territory.

At the same time, the low efficiency of state forest control leads to the fact that officially revealed only a small portion of illegal logging.  The real idea of the extent of forest theft can give the results of comparing the volume of exported timber with the officially authorized volume of the workpiece. According to them, every year in the Maritime Territory harvested 2-4 times more oak and ash than is listed in the authorizing documents.  The organizers of illegal logging (not  "Team leaders" and corporate executives), and Chinese traders timber earn hundreds of millions of dollars.

"Unfortunately, we collected evidence suggests that law enforcement officers in some cases, also became part of the system. Our analysis of investigations of criminal cases under Article 260 of the Criminal Code in the Primorye Territory has shown that most of the court sent the case against those involved in small volume and the damage caused illegal logging  "Farmers" were cut down during the day 10.1 of trees near their homes) within 2-6 months of hectares of forests are  "Dark" and safely suspended.  Change the situation can not nor our repeated appeals of such facts to the law enforcement agencies, or their coverage in the media "- says the coordinator of forestry projects Amur branch of Russia Anatoly Kabanets WW.

Over the past ten years, we know only one fact of the transfer to the court and indictment on criminal charges of illegal logging, which featured a significant amount of wood - about 1,000 cubic meters of Korean pine wood in 2007, But the precedent has been made possible only by close attention media, the World Wildlife Fund and the subsequent intervention of the Environment and the prosecutor himself Chief of police of Primorsky Krai. Since the bulk of illegal logging, with volumes greater than 1 - 2 thousand cubic meters remain unsolved, dark.

A typical illustration is the reaction to the show May 21, 2010 via « Россия» в передаче "Russia" in the transfer «  "Special Correspondent" movie"Dark Forest", much of which was devoted to the situation of illegal logging in the Primorsky Krai. Despite the loud public outcry, the person responsible for the film shown widespread illegal logging in protected forests along the river. Armu (Red Army district Roshinsky Forestry), has not yet been punished, even though the materials of criminal cases there is direct evidence of their guilt.  Moreover, to date, not even an official determined the amount of data logging! Even more surprisingly, the investigator N.Kapustinu, which led to these criminal cases (№ № 788 708 788 808, and) have increased in the post and rank.  It is possible that the organizers of illegal logging on the river Armu and Reserve  "Taiga" has not suffered any responsibility because they were good friends, or head of the investigative department Krasnoarmeyskiy Ministry of Internal Affairs, or, as one of them, and all - husband, an investigator of the department?

"Investigation" of criminal cases under Article 260 of the Criminal Code of the Russian Federation form the opinion that the lawyers will soon be without work  "Forest matters", because for them, many of the investigators themselves do, "- said with bitter irony A.Kabanets.

WWF-Russia hopes that the personal intervention of Deputy Interior Ministry would help to correct the situation in Primorye to the investigation of criminal cases on illegal logging.

FRAGILISATION CONFIRMEE

LE RECENSEMENT DES TIGRES DU NORD EFFECTUE CET HIVER CONFIRME (voir page du 15 mars sur ce blog) LEUR DECLIN DANS CERTAINES ZONES, QUI DOIVENT FAIRE L'OBJET DE MESURES SPECIALES EN TOUTE PRIORITE (source : WWF Russia, ce jour).

In the Primorsky and Khabarovsk Krais finished monitoring the Amur tiger
As the WWF-Russia, this work is the first time, long time was an initiative of public environmental and scientific organizations, has received official status and partial financial support from the state budget.

The Office for Protection, Control and Management of wildlife Primorye Territory in conjunction with RAS, with the assistance of the Reserve  "Cedar Pad" and experts WWF, the Amur tiger monitoring completed in the winter season 2011-2012.

At eight sites under the jurisdiction of the Office of hunting supervision of Primorsky Krai, all the planned routes completed in full and, in spite of adverse weather conditions, compliance with guidelines. During the month, the data obtained at these sites will be combined with the results of monitoring in the Khabarovsk Territory and federal protected areas in Primorye.  Thus, 16 sites for monitoring tiger show the true picture of changes in the population of this rare predator.

"In contrast to protected areas where tigers feel relatively comfortable with the site, administered by the Office of hunting supervision, are located in areas where allowed economical use of natural resources. That they are valuable, because if a change in the number of tigers and their prey, it is primarily manifested in these areas, "- says the program coordinator of WWF Russia Amur branch biodiversity party monitoring tiger Sergei Aramilev.

In total, two-stage monitoring at 8 sites in Primorye has been previously documented 34 adult tigers. In the area  "Sandagou" (Olginsky District) noted five individuals of the Amur tiger.  "Blue" (Chuguev district) recorded finding of 2 tigers. "Iman" (Dalnerechensk district) marked traces of 2 tigers.  At the site , "Ussuri region" revealed five distinct tigers and a cub. "Borisov plateau" (Nadezhdenskoy district) recorded five separate two tigers and tiger. "Lazo District," established the presence of six adult tigers and a cub.  "Terneisky area" accounted for five adult tigers. At the site  "Bikin '(Pozharsky district) noted five tigers.

"The first monitoring results summarized so quickly that the Office of hunting supervision of Primorsky Territory will be able to use these data to determine limits for ungulate prey for those areas where identified alarming trends in the Amur tiger population, - said Sergey Aramilev.  - In general, the Phase 2 confirmed the results of a phase of stabilization, and says the population at the last five years.  On the other hand, the situation is not homogeneous, and in some areas, it is alarming and the need for immediate action.  This northern Primorye, where there is direct poaching of tigers, as well as areas where the company is actively logging and harvesting of ungulates in order to sell meat. "

To determine the coordinates of the location and identification of trace length traversed by the route used by GPS-positioning devices.  Used as photo-and videofiksatsiya detected traces.  Monitoring carried out by employees of the Office of hunting supervision KGBU  "Maritime Administration of Protected Areas" and experts of public organizations.  Funding for six sites in the Primorye Territory, and two sites in the Khabarovsk Territory during the second phase of the monitoring carried Amur branch of WWF.

Amur Tigers Moving North

On March 13, 2012, it was reported that an Amur tiger was holding people in Tumnin village (Russia, Khabarovsky krai) in abject fear. According to local experts, for the second time this year a tiger has been sighted near this human settlement.  The striped predators have never been observed near Tumnin village before, but for some obscure reason they are now attracted to this area which is located further north from the northern border of their historic range.

The animal strayed into the village once in three days looking for domesticated dogs. Two families have already become panic-stricken after the tiger carried out several attacks on their dogs. The villagers managed to measure tiger tracks. Its pad width is 11.5 cm.

Probably, the tracks were left by an orphaned tiger cub that lost its mother in January 2012. A tigress was reportedly killed by a beekeeper, 110 km from Vysokogorny village. Later, it was proved that the man had acted in legitimate self-defense.  An autopsy also showed that the female tiger that attacked the beekeeper turned out to have been injured before their encounter.

According to local biologists and wildlife managers, for some reasons nowadays Amur tigers are driven from their usual habitat further north.  There have been even a few records of human death caused by tigers there.  For example, in the 1980s, a tiger roamed in Ulchsky district and killed a man. That tiger was shot to death afterwards. In January 2010, a tiger wandered along the cost of Strait of Tartary, Nikolaevsky district, about 200 km north of Siziman Bay, and killed a dog leashed on a porch of a lightkeeper’s house.  All family members including kids were scared to death and tried to get through to proper agencies asking to help them.  Fortunately, nobody was hurt. The tiger’s fate is still unknown.

The villagers of Tumnin are hopeful that tiger specialists will help them to solve the problem with the conflict tiger and avoid tragedy.
