Today (26 July) at a meeting with First Deputy Prime Minister Viktor Zubkov WWF urgently requested to withdraw from the development of valuable timber forests are key to the Amur tiger and the forest limit in the nut-fishing zones and nerestoohrannyh bands at the level of federal legislation.

The meeting, held at the initiative of WWF, discussed the fate of forests in the valley of the Bikin River in Primorsky Krai.  Forests play a key role in the preservation and reproduction of the Amur tiger. ЗАО Company   "Les Export" in May, has leased two plots in the lower reaches of the river for wood, and planned to rent a third site in the middle reaches of rivers.  Environmentalists opposed the felling of valuable woods and began a public campaign "Save the "Russian Amazon '."  WWF supported the heads of the settlements, the regional Duma deputies, civil society organizations, local residents.

To solve this problem at the system level and to avoid similar conflicts in the future, WWF and the Forestry Agency at the meeting suggested that the law changes that would limit forest management in walnut-fishing zones and nerestoohrannyh. It is the absence in the Forest Code restrictions on logging in protective forests has led to conflicts between forest users and environmentalists.  WWF also gave Viktor Zubkov 28 000 signatures collected on a petition to Prime Minister Vladimir Putin in the Forest bikini.  First Deputy Prime Minister Putin has promised to report on the treatment.

WWF also proposed company   "Les Export" voluntarily withdraw from those of lease in May of two sites in the lower reaches of the Bikin River in agreement with the Administration of Primorsky Krai indemnify forest resources base.  A company representative said he was prepared to consider compensation and refuse sites.

To solve the problem, a working group chaired by the head of Victor Rosleskhoz Maslyakova.  The working group also includes the vice-governor of Primorye Territory Pavel Popov, Chairman of the Board of Directors   "Les Export" George Puzynkin, representatives of WWF and Rosprirodnadzor. A month later, the working group should present its findings to Viktor Zubkov.

"We believe that there is every reason to hope for amicable resolution of this issue and ensuring the interests of both investors and the environment, particularly the Amur tiger - the director of WWF-Russia Igor Chestin, on whose initiative it was held the meeting.  - Russia has international obligations to conserve the Amur tiger, adopted at the International Forum on the conservation of tigers in the world in November 2010 in St. Petersburg. "

Additional information

In May 2011, Forest Management Company and the Primorsky Territory   "Les Export" signed an agreement to lease the company to a large timber forest in the lower reaches of the Bikin River. This array includes Pozharsky nut-fishing zone in the precinct Zvenevskom forestry, as well as the territory of the reserve created "Sredneussuriysky."

ЗАО Company "Les Export" also filed an application in forest management in the Primorsky Territory lease contract for timber harvesting site in the middle reaches of the Bikin River, including most of the Bikin nut-fishing zones.  This area in 1993 was officially declared the territory of traditional nature, and in June 2009 was leased to indigenous communities   "Tiger" for harvesting pine nuts and other edible forest resources and collection of medicinal plants. June 27 at a rally in Luchegorsk in protection against deforestation Bikin River Forest Head of Primorsky Territory Dmitry Rybnikov said that the company "Les Export" officially denied for rent new areas of protection forests in the middle reaches of the Bikin.

Due to the cutting of protective forests in the basin of the Bikin River Company  "Les Export" planned to provide the raw plant a three-layer parquet in Dalnerechensk.

July 19 Economic Development Ministry and the Ministry of the Environment, Nature Conservation and Nuclear Safety of Germany signed a memorandum of understanding regarding the promotion of the project "Protection of virgin forests Bikin River to reduce the impact of climate change (the Far East, Russia). The project is funded by the German Government within the framework of the International Climate Initiative, in accordance with Article 6 of the Kyoto Protocol in 2008 and implemented by WWF in conjunction with the tribal community   "Tiger". Pozharskaya nut-fishing zone in which the company planned to keep cutting "Les Export", enters the second phase of this project.
