ВОЗРОЖДЕНИЕ КУЛЬТУРЫ ЕВРОПЫ TIGER
17 сентября, в первый раз, фестиваль снежный барс (унций) была организована в Алтайском, для поддержки усилий эффективную защиту этого животного в Республике Западной Сибири.
Воскресенье, 25 сентября будет отмечать День Тигра во Владивостоке, как и каждый год с 2000 года. Это мероприятие включает в себя все большее число городов и сел провинции Приморье (празднование состоится 29 сентября в Зов Тигра национального парка). Начиная с прошлого года, общины Северо-Восточного Китая на границе с Россией участвовать в торжествах. В этом году День тигра также в том, что амурский леопард. Завтра, мероприятие пройдет в Московском зоопарке, с участием официальной делегации из U. S. посольства, который был опубликован по случаю марку с подобием огромного зверя.

Мы видим, что через них, возрождение по-настоящему европейской культуры Дикие большие кошки, которая генератор оптимизма для будущего цивилизации Eurasienne.La культуры Тигр был ранее внедренных в два историческим опытом: скифских цивилизация Украины (7-го по 3-м веке до нашей эры), и что славянской цивилизации (6-го по 12-го века - и может быть до 14-го века в Финском заливе, с участием также общин прибалтийско-финской или скандинавской).

RENAISSANCE D'UNE CULTURE EUROPEENNE DU TIGRE
Le 17 Septembre, pour la première fois, un festival de la panthère des neiges (once) a été organisé dans l'Altaï, pour soutenir les efforts de protection effective de cet animal dans cette République de sibérie occidentale.
Dimanche prochain 25 Septembre, sera célébré le Jour du Tigre à Vladivostok, comme chaque année depuis l'an 2000. Cet évènement implique un nombre sans cesse croissant de villes et villages de la province du Primorye (la célébration aura lieu le 29 septembre dans le Parc National Zov Tigra). Depuis l'an dernier, des localités du Nord Est de la Chine frontalières de la Russie s'associent à ces célébrations. Cette année, le jour du Tigre sera aussi celui du Leopard de l'Amour.Dès demain, une manifestation aura lieu au zoo de Moscou, à laquelle participera une délégation officielle de l'Ambassade des Etats Unis, qui a pour l'occasion édité un timbre à l'effigie du grand fauve.

Les Russes montrent l'exemple aux autres européens en célébrant leurs grands félins sauvages, tigres, léopards, panthères des neiges.
Nous assistons, grâce à eux, à la Renaissance d'une culture authentiquement européenne du Grand Félin Sauvage, ce qui constitue un générateur d'optimisme  pour l'Avenir de la Civilisation Eurasienne.La culture du Tigre s'était enchassée jusqu'alors dans deux expériences historiques : celle de la civilisation scythe d'Ukraine (du 7ème au 3ème siècle avant J.C.),et celle de la civilisation Slave (du 6ème au 12ème siècle - et peut être jusqu'au 14ème siècle dans le Golfe de Finlande, impliquant aussi des communautés baltes et finnoises, voire scandinaves).

SITUATION PRES D'UN AN APRES LE SOMMET DE ST PETERSBOURG ET A LA VEILLE DU TIGER DAY (source: WWF Russia, ce jour).

 

In the run-up to Tiger Day to be celebrated in Vladivostok and Moscow on Sunday, WWF assesses the results of the International Forum on tiger conservation on Earth - nearly a year after the event in St. Petersburg.

 

  At the International Forum on the conservation of tigers in the world , which was held November 21-24 in St. Petersburg, delegations from 13 countries endorsed a range of rare cat 12-year-old Global Programme of restoration of the tiger . At the forum, Vladimir Putin has supported the proposed measures WWF to save the Amur tiger: sustainable forest management and a ban on felling of cedar, increasing penalties for poaching and illegal trade in parts, the creation of transboundary reserves with China.

  What was actually done since then?

  • Minister of Natural Resources and Environment Yury Trutnev instructed relevant departments of the Ministry to work out the issue of reducing the rates of payment per unit of area of hunting grounds at the conclusion of agreements in individual ohothozyaystvennyh Far East regions.  High rents do not allow hunting to work effectively, including invest in increasing the number of ungulates, which is necessary to save the tiger.  However, the commission Trutnev yet not been fulfilled.

However, the subsidy for the protection of rare species for ohotnadzora Primorye and Khabarovsk territories were not increased and the forest protection service still can not work effectively;
  • Do not set up a rehabilitation center in a specially authorized body, not provided an Amur tiger monitoring by the state and a single point of monitoring.

Tiger Day in Vladivostok

September 25 in Vladivostok for the 12th time will be the brightest day Tigra.Eto holiday town, this Far East pageant in honor of the character of Vladivostok and Primorye.

The U.S. Embassy in Moscow in celebration RFuchastvuet Zoo Tiger Day. Nouveau plan de renforcement des conditions d'épanouissement  du groupe le plus septentrional des tigres russes (source : WWF Russia, ce jour)

Ce plan établi sur 3 ans s'effectuera en association avec des intervenants suédois.

 

In the Khabarovsk region in support of the WWF launched a 3-year project to conserve the most northerly of the tiger population in Russia.

 

  "North's Ark", is being sponsored by the Swedish Postal lottery will be held in Nanaiski area.  It inhabits the northern Amur tiger population - about 20 individuals.  In recent years it has established a number of protected areas.   The biggest of them - Anyuiskiy National Park.

For tiger conservation program envisages to increase the number of ungulates, establishment and support of anti-poaching brigades, environmental education of local people.

To coordinate the project in the district within 10 days of work by experts from the WWF and the Swedish zoo who took part in the survey area and anti-poaching raids. The main participants and the project will be Anyuiskiy National Park Service and the Wildlife Conservation and Protected Areas of the Khabarovsk Krai.

"An important part of the project - the creation of a national park area around Anyui support through collaboration with the population of the region - says Viktor Nikiforov, director of pilot projects of WWF Russia. - Local residents, including representatives of indigenous peoples, should be able to engage in environmental management, traditional hunting and fishing in and benefit from ecotourism. Restoration could be worth £53 billion to global economy

September 2011: A core commitment to restore 150 million hectares of lost forests and degraded lands worldwide by 2020 has been launched at a ministerial conference in Bonn. New analysis by IUCN estimates that restoring 150 million hectares would be worth £53billion per year to national and global economies.

At the Bonn Challenge Ministeral Roundtable, a select group of ministers and chief executives of international and non-governmental organisations and companies discussed how to benefit biodiversity and the fight against climate change through concrete restoration activities.

Ecosystems will become healthy and resilient
‘The restoration of lost forests will increase carbon stocks and result in healthy and resilient ecosystems, which will provide the multiple goods and services people need, and lead to an increase in biodiversity,' says Ashok Khoshla, President of IUCN, which acts as coordinator of the Global Partnership on Forest & Landscape Restoration (GPFLR).

The landmark commitment in Bonn comes as new analysis shows that more than two billion hectares of the world's deforested and degraded landscapes - equivalent to half the size of Asia - offer opportunities for restoration. This new global estimate is almost double the area previously considered restorable, thanks to improvements in the precision of mapping zones where climate and soils allow forests to grow.

This core committment is a realistic response
‘Recognising that national circumstances vary enormously, this core commitment to restore 150 million hectares is a robust and realistic response to the global assessment,' says Stewart Maginnis, IUCN's Global Director of Environment and Development. ‘What is needed urgently is a country-by-country assessment of how this commitment could be achieved in line with national economic development and conservation priorities, something we have already started doing in Ghana and Mexico.'

The 150 million hectare restoration target directly relates to existing international commitments on climate change and biodiversity. It will contribute to the biodiversity convention target calling for restoration of 15 per cent of degraded ecosystems by 2020, and the climate change convention goal on REDD-Plus, which calls for countries to slow, halt and reverse the loss and degradation of forests.

Cost-effective way to combat climate change
With preliminary analysis showing the value of restoring 150 million hectares to be £53 billion per year, forest landscape restoration can be seen as offering the world a highly cost effective way to combat climate change, create new jobs and contribute to rural development and livelihoods.

Earlier this year, IUCN expressed its support of Rwanda's historic announcement to restore the country's degraded landscapes border-to-border, predicting that it could be the beginning of the biggest restoration initiative the world has ever seen. With similar bold commitments expected to be announced at the Bonn event, co-chaired by IUCN and the German government, an unprecedented global initiative is clearly gathering momentum.

La tigresse livrée au Centre de Gaivoron (voir blog du 19 Juillet et du 4 Août) s'est évadée. Elle ne sera pas recapturée, mais simplement "suivie" dans son milieu naturel par des naturalistes (source : Phoenix Fund, ce jour).

 

Roskosh (Luxury) tigress broke the blockade and moved to the north of Primorye. Scientists decided to let he animal live in the taiga, and now only accompany her movements, told the Inspection Tiger representative.


- According to the signal from the radio collar of the tigress, Roskosh travels between Spasski and Kirovski regions in the foothills of the Sikhote-Alin mountains. She decided to go back to her homeland. She’s not chased, but a team of scientists follow her at certain distance. If she suddenly gets close to roads or settlements, that will help them to adjust her way.


According to him, the animal will be able to survive in the taiga. There is much food for her in the forest at this time. Luxury is not small, she’s almost two. She’s no longer a cub; she becomes more cautious and independent.


- Her guardian, the scientist Victor Yudin, is very upset that the tiger had left, because he got very attached to her. But on the other hand, the best for Luxury is to go back into the wild - said the Inspection Tiger staff member.


When the tigress has chosen a place to live and the story is over, Inspection Tiger will investigate the causes of the incident.

Sergei Bereznuk, Phoenix Fund: "We are happy to hear this news as it is definitely the best for the animal to return to the wild. It is just puzzling that it had been kept for some month in captivity without any clear reasons. The tigress could have been released into deep forest far from settlement a while ago...".

2 ans après Yuri Bersenev, Directeur du Parc Zov Tigra dans le Primorye, Aleksandr Samarin,Directeur de celui d'Anyui dans le district de Khabarovsk, est attaqué par certaines autorités locales, car il fait manifestement TROP BIEN son travail vis à vis des coupes illégales. Ils montent contre lui un dossier composé de faux grossiers.

Soutenu par ses collègues, il demande l'arbitrage du Ministre de l'Ecologie Yuri Trutnev.

LA CREATION D'UN PÔLE ECONOMIQUE EURASIEN (Bielorussie, Russie, Kazakstan) peut ouvrir la vie à de vastes initiatives socioécologiques à l'échelle des trois territoires) (source : Russie.net, il y a 2 jours)

 

La Russie, la Biélorussie et le Kazakhstan, qui forment ensemble l'Union douanière et l'Espace économique unifié, ont pour ambition de créer un nouveau pôle de l'économie mondiale, a déclaré le 12 juillet à Moscou le premier ministre russe Vladimir Poutine.

 

Le corridor alluvial "dragon vert" peut s'intègrer précisément dans le cadre de cette initiative (qui fait suite à l'effondrement de l'économie biélorusse au début de cet été), et qui inscruit une continuité entre les 3 territoires.

Les tigres sont présents en Russie orientale. Depuis mars dernier, un projet de réintroduction au Kazakhstan à partir de la souche russe est en route, visant, à terme, une centaine d'individus libres (voir pages blog des 25 mars et 14 avril derniers), le spécialiste Victor Lukarevsky évoquant même la possibilité d'une population de 300 individus à terme. Les marais de Pinsk, en Biélorussie, poumon vert de l'Europe, abritait des tigres et des léopards au Moyen - Âge (au moins jusqu'au XIIème siècle, voir rapport 2010 dans page blog 14 Avril 2011).

Concernant le territoire russe et ses voisins, le Dragon Vert concerne une connexion continue entre l'espace frontalier russo - chinois existant, et trois autres :

Au Nord - Est, un pôle trans beringien, de la Yakoutie (notamment le bassin inférieur de la Kolyma), jusqu'au Yukon.

Au centre, une zone mésopotamienne Don - Volga et, à partir de leurs estuaires, mesolacustre Mer d'Azov et Mer Caspienne, permettant une réhabilitation simultanée des truites géantes (50 kgs), grands silures (6m, 300 kgs) et  grands esturgeons (9m, 2 t) caspiens et volgaïques) d'une part, la détermination de territoires de continuité transfrontalières avec iraniens et turcs d'autre part.

A l'Ouest, un espace du Dniepr (et zone estuarienne sur la mer Noire) au Niemen, en continuité avec les marais biélorusses, et même, si possible, avec l'Ukraine et la Pologne, d'une part, un espace transbaltique, impliquant la Finlande, voire la Suède.

Experts and leading scientific and public organizations, including WWF, have completed work on

"The draft Conservation Strategy of the Amur leopard in the Russian Federation."

If the first version of the "Strategy" was a list of emergency measures to eliminate threats to the complete disappearance of the subspecies, the current project - a long-term program of coordinated actions of various agencies and organizations to restore a sustainable population.

  "Conservation Strategy for the Far Eastern leopard in Russia" was developed and approved in 1998.   Its main provisions are now largely completed. Since that time there were not only structural and administrative changes in the bodies of wildlife and natural resources and greatly changed the legislative framework in the sphere of nature, but the changed socio-economic situation in the south of Primorye.  The issue of developing a new strategy for conservation of the Amur leopard has become urgent.  Therefore, the World Wildlife Fund (WWF) took the initiative in editing, compiling and publishing the draft of this public document.

The draft strategy is based on the latest data on the biology and ecology of the leopard, the modern experience, both in the immediate protection of the predator and the preservation of its habitat. The strategy reflects the required changes in the existing Russian legislation in the field of environmental protection. In addition, the paper describes the modern methods of census and studies of the ecology of the Amur leopard, many of which are advanced.

"Today the situation is very much in keeping leopard changes radically.  The process of establishing a national park "Earth leopard", new research projects and rehabilitation program in the southern leopard Sikhote Alin is no longer a dream, created   "Euro-Asian Research Center, preserve and restore populations of leopards" - the director of the Amur branch of WWF Russia's Yuri Darman. - And in this new environment, we just need a strategic document, which would coordinate all these activities, subject them to a single strategic logic. "

The draft Strategy has been prepared by the Institute of Biology and Soil and the Pacific Institute of Geography, Russian Academy of Sciences, WWF Russia and the Moscow Zoo in response to the request of the Prime Minister on a proposal from the Office of hunting supervision of Primorsky Krai.  In addition to the draft Strategy into account the proposals of state agencies responsible for saving the leopard and public interest organizations. Draft Strategy considered and approved the working group established in the symposium   "The state population of the leopard" in the international scientific-practical conference   "Amur tiger in Northeast Asia: Challenges for the 21 Century" (Beijing, 15-17 March 2010).  The Draft Strategy aims to review and approval by the Ministry of Natural Resources and Environment.

PRE - REQUIS A L'ELABORATION D'UN SCENARIO REALISTE DE SORTIE DE CRISE...

 

QUAND LES MOTS ONT UN SENS : RAPPEL DE L'EVIDENCE (l'exemple de la Grotte Chauvet)

La quintessence de la modernité a été atteinte il y a 32000 ans, véritable époque des Lumières, en Ardèche.

La mise en orchestration d'une cavité de 500 mètres de long par les habitants à cette époque exprime la symbiose anthropozoologique la plus achevée. La représentation des grands carnivores et herbivores sauvages exprime une empathie manifeste à leur égard. Ce chef d'oeuvre de l'art mondial a été réalisé par des hommes heureux, et reconnaissants à ceux grâce auxquels ils jouissaient d'une qualité de vie probablement inégalée depuis lors.

L'enjeu principal des décennies à venir est celui de la solide reconstitution d'une modernité telle que celle là sur l'ensemble de l'arc holarctique.

Nous sommes là assez loin, ce me semble, de la "modernité" actuelle, velléitaire et à bout de souffle, bien définie par le POCHLOST, mot russe intraduisible qui recouvre tout ce qu'il peut y avoir de vulgaire, de faux, d'inauthentique, de minable dans l'homme, l'infiniment petit et l'infiniment mesquin (selon Nabokov dans ses notes et cours sur Nicolas Gogol).


MODERNITE DE LA PIERRE POLIE

Les utilisateurs les plus réguliers de l'endroit n'étaient pas les hommes mais les ours des cavernes (de très nombreuses générations successives y furent présentes). On a retrouvé des milliers d'ossements de ces animaux, des salles qui leur servaient de nurseries, leurs traces de griffures sur les parois, de nombreuses empreintes de pas, dont ceux d'une mère et de son enfant qui gambadait autour d'elle.

De nombreuses parois sont étrangement lisses, au lieu d'être rugueuses : si les hommes, locataires ponctuels, se déplaçaient en ces lieux en s'aidant de torches, les ours, occupants réguliers, évoluaient dans l'obscurité en se frottant contre les parois, polissant celles - ci. La formule des spécialistes est "le poli d'ours".

 

RACINES DE L'AVENIR, LA VERITABLE FORCE

Je me contente ici de rappeler ce qu'évoquait Michel Pastoureau à propos de "Lou Moussu", "La bête moelleuse",  en 2007, dans son livre "L'ours. Histoire d'un roi déchu". Collection : La librairie du XXIème siècle. Editions du Seuil. Extrait page 42, référence bibliographique page 338.

" Car si ce ne sont pas des hommes qui ont rituellement disposé les restes de l'ours brun du Regourdou ou bien symboliquement agencé la salle du crâne de la grotte Chauvet, les seuls qui aient pu le faire, ce sont les ours eux - mêmes. Faut -il de ce fait conclure que les ours préhistoriques enterraient leurs morts ? Qu'ils pratiquaient au fond des grottes différents cultes que les hommes, plus tard, bien plus tard, ont fini par imiter? Faut - il aller jusqu'à imaginer que ce sont les ours qui ont transmis aux hommes l'idée de religion, ainsi que toutes les croyances et tous les rites qui s'y rattachent?... je sais qu'un chercheur russe pense avoir retrouvé des vestiges d'un tel culte - celui des ours par les ours eux - mêmes -, dans des cavernes sibériennes du Paléolithique, là où l'Homme n'a jamais pénétré à cette période, ni même n'a jamais été présent avant l'âge du fer."
